PUBLIC LAW 106-398—APPENDIX 114 STAT. 1654A-419 (b) APPLICABILITY OF REGULATORY REQUIREMENTS. —Subsection (f) of such section is amended— (1) by inserting "(1)" before "The Secretary"; and (2) by adding at the end the following new paragraph: "(2) The Secretary concerned shall require in any contract for the conveyance of a utility system (or part of a utility system) under subsection (a) that the conveyee manage and operate the utility system in a manner consistent with applicable Federal and State regulations pertaining to health, safety, fire, and environmental requirements.". SEC. 2814. PERMANENT CONVEYANCE AUTHORITY TO IMPROVE PROP- ERTY MANAGEMENT. Section 203(p)(l) of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 484(p)(l)) is amended by striking subparagraph (B) and inserting the following new subparagraph: "(B) The Administrator may exercise the authority under subparagraph (A) with respect to such surplus real and related property needed by the transferee or grantee for— "(i) law enforcement purposes, as determined by the Attorney General; or "(ii) emergency management response purposes, including fire and rescue services, as determined by the Director of the Federal Emergency Management Agency.". Subtitle C—Defense Base Closure and Realignment SEC. 2821. SCOPE OF AGREEMENTS TO TRANSFER PROPERTY TO REDEVELOPMENT AUTHORITIES WITHOUT CONSIDER- ATION UNDER THE BASE CLOSURE LAWS. (a) 1990 LAW.— Section 2905(b)(4)(B)(i) of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) is amended by striking "the transfer" and inserting "the initial transfer of property". (b) 1988 LAW.— Section 204(b)(4)(B)(i) of the Defense Authorization Amendments and Base Closure and Realignment Act (Public Law 100-526; 10 U.S.C. 2687 note) is amended by striking "the transfer" and inserting "the initial transfer of property". Subtitle D—Land Conveyances PART I—ARMY CONVEYANCES SEC. 2831. TRANSFER OF JURISDICTION, ROCK ISLAND ARSENAL, ILLINOIS. (a) TRANSFER AUTHORIZED. —The Secretary of the Army may transfer, without reimbursement, to the administrative jurisdiction of the Secretary of Veterans Affairs a parcel of real property, including any improvements thereon, consisting of approximately 23 acres and comprising a portion of the Rock Island Arsenal, Illinois. (b) USE OF LAND.— The Secretary of Veterans Affairs shall include the real property transferred under subsection (a) in the Rock Island National Cemetery and use the transferred property
