(c) The President may waive the certification requirements of subsection (b) if the President determines that it is vital to the national security interests of the United States and provides written policy justifications to the appropriate congressional committees. No fluids may be obligated for KEDO until 30 days after submission to Congress of such waiver. (d) The Secretary of State shall, at the time of the annual presentation for appropriations, submit a report providing a full and detailed accounting of the fiscal year 2002 request for the United States contribution to KEDO, the expected operating budget of KEDO, proposed annual costs associated with heavy fiiel oil purchases, including luipaid debt, and the amount of funds pledged by other donor nations and organizations to support KEDO activities on a per country basis, and other related activities. AFRICAN DEVELOPMENT FOUNDATION SEC. 573. Funds made available to grantees of the Afi-ican Development Foundation may be invested pending expenditure for project purposes when authorized by the President of the Foundation: Provided, That interest earned shall be used only for the purposes for which the grant was made: Provided further, That this authority applies to interest earned both prior to and following enactment of this provision: Provided further. That notwithstanding section 505(a)(2) of the African Development Foundation Act, in exceptional circumstances the board of directors of the Foundation may waive the $250,000 limitation contained in that section with respect to a project: Provided further, That the Foundation shall provide a report to the Committees on Appropriations in advance of exercising such waiver authority. PROHIBITION ON ASSISTANCE TO THE PALESTINIAN BROADCASTING CORPORATION SEC. 574. None of the funds appropriated or otherwise made available by this Act may be used to provide equipment, technical support, consulting services, or any other form of assistance to the Palestinian Broadcasting Corporation. IRAQ SEC. 575. Notwithstanding any other provision of law, of the fiuids appropriated under the heading "Economic Support Fund", not less than $25,000,000 shall be made available for programs benefiting the Iraqi people, of which not less than $12,000,000 should be made available for food, medicine, and other humanitarian assistance (including related administrative, commimications, logistical, and transportation costs) to be provided to the Iraqi people inside Iraq: Provided, That such assistance should be provided through the Iraqi National Congress Support Foundation or the Iraqi National Congress: Provided further, That not less than $6,000,000 of the amounts made available for programs benefiting the Iraqi people should be made available to the Iraqi National Congress Support Foundation or the Iraqi National Congress for the production and broadcasting inside Iraq of radio and satellite television programming: Provided further, That funds may
