114 STAT. 2644 PUBLIC LAW 106-541—DEC. 11, 2000 (1) in the section heading by striking "MARYLAND, PENNSYLVANIA, AND WEST VIRGINIA"; (2) by striking "and" at the end of subsection (a)(1)(A); (3) by striking the period at the end of subsection (a)(1)(B) and inserting a semicolon; and (4) by adding at the end of subsection (a)(1) the following: "(C) the Lackawanna River, Pennsylvania; "(D) the Soda Butte Creek, Silver Creek, and Elkhorn Mountain drainages, Montana; "(E) the Pemigewasset River watershed, New Hampshire; "(F) the Hocking River, Ohio; and "(G) the Clinch River watershed and Powell River watershed, Virginia.", (b) AUTHORIZATION OF APPROPRIATIONS. —Section 539(d) of such Act (110 Stat. 3776-3777) is amended— (1) by striking "(a)(1)(A) and" and inserting "(a)(1)(A),"; and (2) by inserting ", $5,000,000 for projects undertaken under subsection (a)(1)(C), $5,000,000 for projects undertaken under subsection (a)(1)(D), $1,500,000 for projects undertaken under subsection (a)(l)(E), $2,500,000 for projects undertaken under subsection (a)(1)(F), and $5,000,000 for projects undertaken under subsection (a)(1)(G)" before the period at the end. SEC. 503. SUPPORT OF ARMY CIVIL WORKS PROGRAM. The requirements of section 2361 of title 10, United States Code, shall not apply to any contract, cooperative research and development agreement, cooperative agreement, or grant entered into under section 229 of the Water Resources Development Act of 1996 (33 U.S.C. 2313b) between the Secretary and Marshall University or entered into under section 350 of the Water Resources Development Act of 1999 (113 Stat. 310) between the Secretary and Juniata College, Pennsylvania. SEC. 504. EXPORT OF WATER FROM GREAT LAKES. (a) ADDITIONAL FINDING. —Section 1109(b) of the Water Resources Development Act of 1986 (42 U.S.C. 1962d-20(b)) is amended— (1) by redesignating paragraphs (2) and (3) as paragraphs (3) and (4); and (2) by inserting after paragraph (1) the following: "(2) to encourage the Great Lakes States, in consultation with the Provinces of Ontario and Quebec, to develop and implement a mechanism that provides a common conservation standard embodying the principles of water conservation and resource improvement for making decisions concerning the withdrawal and use of water from the Great Lakes Basin;". (b) APPROVAL OF GOVERNORS FOR EXPORT OF WATER. —Section 1109(d) of the Water Resources Development Act of 1986 (42 U.S.C. 1962d-20(d)) is amended by— (1) inserting "or exported" after "diverted"; and (2) inserting "or export" after "diversion". (c) SENSE OF CONGRESS,—It is the sense of Congress that the Secretary of State should work with the Canadian Government to encourage and support the Provinces in the development and implementation of a mechanism and standard concerning the withdrawal and use of water from the Great Lakes Basin consistent
