MANAGEMENT OF PROCUREMENT OF SERVICES. (a) RESPONSIBILITY OF UNDER SECRETARY OF DEFENSE FOR ACQUISITION, TECHNOLOGY, AND LOGISTICS.— Section 133(b)(2) of title 10, United States Code, is amended by inserting "of goods and services" after "procurement". (b) REQUIREMENT FOR MANAGEMENT STRUCTURE.—(1) Chapter 137 of such title is amended by inserting after section 2328 the following new section:
