X 116 STAT. 96 PUBLIC LAW 107-155—MAR. 27, 2002 "(C) a noncampaign-related automobile expense; "(D) a country clab membership; "(E) a vacation or other noncampaign-related trip; "(F) a household food item; "(G) a tuition payment; "(H) admission to a sporting event, concert, theater, or other form of entertainment not associated with an election campaign; and "(I) dues, fees, and other payments to a health club or recreational facility.". SEC. 302. PROHIBITION OF FUNDRAISING ON FEDERAL PROPERTY. Section 607 of title 18, United States Code, is amended— (1) by striking subsection (a) and inserting the following: "(a) PROHIBITION.— "(1) IN GENERAL.—It shall be unlawful for any person to solicit or receive a donation of money or other thing of value in connection with a Federal, State, or local election from a person who is located in a room or building occupied in the discharge of official duties by an officer or employee of the United States. It shall be unlawful for an individual who is an officer or employee of the Federal Government, including the President, Vice President, and Members of Congress, to solicit or receive a donation of money or other thing of value in connection with a Federal, State, or local election, while in any room or building occupied in the discharge of official duties by an officer or employee of the United States, from any person. "(2) PENALTY.— ^A person who violates this section shall be fined not more than $5,000, imprisoned not more than 3 years, or both."; and (2) in subsection (b), by inserting "or Executive Office of the President" after "Congress". SEC. 303. STRENGTHENING FOREIGN MONEY BAN. Section 319 of the Federal Election Campaign Act of 1971 (2 U.S.C. 441e) is amended— (1) by striking the heading and inserting the following: " CO NTRIBUTIONS AND DONATIONS BY FOREIGN NATIONALS"; and (2) by striking subsection (a) and inserting the following: "(a) PROHIBITION.— It shall be unlawful for— "(1) a foreign national, directly or indirectly, to make— "(A) a contribution or donation of money or other thing of value, or to make an express or implied promise to make a contribution or donation, in connection with a Federal, State, or local election; "(B) a contribution or donation to a committee of a political party; or "(C) an expenditure, independent expenditure, or disbursement for an electioneering communication (within the meaning of section 304(f)(3)); or "(2) a person to solicit, accept, or receive a contribution or donation described in subparagraph (A) or (B) of paragraph (1) from a foreign national.".
