(7) REPATRIATION LOANS.—For "Repatriation Loans", $1,250,000 for the fiscal year 2003. (8) PAYMENT TO THE AMERICAN INSTITUTE IN TAIWAN. — For "Payment to the American Institute in Taiwan", $18,817,000 for the fiscal year 2003. (9) OFFICE OF THE INSPECTOR GENERAL. —For "Office of the Inspector General", $30,800,000 for the fiscal year 2003. (b) AVAILABILITY OF FUNDS FOR PROTECTION OF FOREIGN MIS- SIONS AND OFFICIALS.— The amount appropriated pursuant to subsection (a)(5) is authorized to remain available through September 30, 2004. SEC. 112. UNITED STATES EDUCATIONAL, CULTURAL, AND PUBLIC DIPLOMACY PROGRAMS. The following amounts are authorized to be appropriated for the Department to carry out public diplomacy programs of the Department under the United States Information and Educational Exchange Act of 1948, the Mutual Educational and Cultural Exchange Act of 1961, Reorganization Plan Number 2 of 1977, the Foreign Affairs Reform and Restructuring Act of 1998, the Center for Cultural and Technical Interchange Between East and West Act of 1960, the Dante B. Fascell North-South Center Act of 1991, and the National Endowment for Democracy Act, and to carry out other authorities in law consistent with such purposes: (1) EDUCATIONAL AND CULTURAL EXCHANGE PROGRAMS. — (A) FULBRIGHT ACADEMIC EXCHANGE PROGRAMS. — (i) IN GENERAL.—For the "Fulbright Academic Exchange Programs" (other than programs described in subparagraph (B)), $135,000,000 for the fiscal year 2003. (ii) VIETNAM FULBRIGHT ACADEMIC EXCHANGE PRO- GRAM. —Of the amount authorized to be appropriated by clause (i), $5,000,000 for the fiscal year 2003 is authorized to be available to carry out the Vietnam scholarship program established by section 229 of the Foreign Relations Authorization Act, Fiscal Years 1992 and 1993 (Public Law 102-138). (iii) NEW CENTURY SCHOLARS INITIATIVE—HIV/ AIDS.— Of the amount authorized to be appropriated under clause (i), $1,000,000 for the fiscal year 2003 is authorized to be available for HIV/AIDS research and mitigation strategies under the Health Issues in a Border-Less World academic program of the New Century Scholars Initiative. (B) OTHER EDUCATIONAL AND CULTURAL EXCHANGE PRO- GRAMS.— (i) IN GENERAL.— For other educational and cultural exchange programs authorized by law, $125,000,000 for the fiscal year 2003. (ii) TIBETAN EXCHANGES. — Of the amount authorized to be appropriated by clause (i), $500,000 for the fiscal year 2003 is authorized to be available for "Ngawang Choephel Exchange Programs" (formerly known as "programs of educational and cultural
