(a) DEPARTMENT OF JUSTICE. —T here is authorized to be appropriated $2,000,000 to the Department of Justice for fiscal year 2003— (1) for salary, pay, retirement, and other costs associated with increasing the staffing level of the Office of Inspector General by 25 full-time employees who shall conduct an increased number of audits, inspections, and investigations of alleged misconduct by employees of the Federal Bureau of Investigation; (2) to fund expanded audit coverage of the grant programs administered by the Office of Justice Programs of the Department of Justice; and (3) to conduct special reviews of efforts by the Federal Bureau of Investigation to implement recommendations made by the Office of Inspector General in reports on alleged misconduct by the Bureau. (b) FEDERAL BUREAU OF INVESTIGATION.— There is authorized to be appropriated $1,700,000 to the Federal Bureau of Investigation for fiscal year 2003 for salary, pay, retirement, and other costs associated with increasing the staffing level of the Office of Professional Responsibility by 10 full-time special agents and 4 fulltime support employees. SEC. 311. REPORT ON THREATS AND ASSAULTS AGAINST FEDERAL LAW ENFORCEMENT OFFICERS, UNITED STATES JUDGES, UNITED STATES OFFICIALS AND THEIR FAMILIES. (a) REPEAL OF COMPILATION OF STATISTICS RELATING TO INTIMI- DATION OF GOVERNMENT EMPLOYEES.— Section 808 of the Antiterrorism and Effective Death Penalty Act of 1996 (Public Law 104-132; 110 Stat. 1310) is repealed. (b) REPORT ON THREATS AND ASSAULTS AGAINST FEDERAL LAW ENFORCEMENT OFFICERS, UNITED STATES JUDGES, UNITED STATES OFFICIALS AND THEIR FAMILIES.— Not later than 45 days after the end of fiscal year 2002, the Attorney General shall submit to the Chairmen and ranking minority members of the Committees on the Judiciary of the Senate and of the House of Representatives a report on the number of investigations and prosecutions under section 111 of title 18, United States Code, and section 115 of title 18, United States Code, for the fiscal year 2002. SEC. 312. ADDITIONAL FEDERAL JUDGESHIPS. (a) PERMANENT DISTRICT JUDGES FOR THE DISTRICT COURTS. — (1) IN GENERAL. —The President shall appoint, by and with the advice and consent of the Senate— (A) 5 additional district judges for the southern district of California; (B) 1 additional district judge for the western district of North Carolina; and (C) 2 additional district judges for the western district of Texas. (2) TABLES. —In order that the table contained in section 133 of title 28, United States Code, will, with respect to each judicial district, reflect the changes in the total number of permanent district judgeships authorized as a result of paragraph (1) of this subsection, such table is amended—
