PUBLIC LAW 107-296—NOV. 25, 2002 116 STAT. 2283 or electronically of the determination and issue to the responsible person or the employee, as the case may be, a document that— "(i) confirms the determination; "(ii) explains the grounds for the determination; "(iii) provides information on how the disability may be relieved; and "(iv) explains how the determination may be appealed.", (i) EFFECTIVE DATE.— is use 843 note. (1) IN GENERAL. —The amendments made by this section shall take effect 180 days after the date of enactment of this Act. (2) EXCEPTION. — Notwithstanding any provision of this Act, a license or permit issued under section 843 of title 18, United States Code, before the date of enactment of this Act, shall remain valid until that license or permit is revoked under section 843(d) or expires, or until a timely application for renewal is acted upon. SEC. 1123. PERSONS PROHIBITED FROM RECEIVING OR POSSESSING EXPLOSIVE MATERIALS. (a) DISTRIBUTION OF EXPLOSIVES. — Section 842(d) of title 18, United States Code, is amended— (1) in paragraph (5), by striking "or" at the end; (2) in paragraph (6), by striking the period at the end and inserting "or who has been committed to a mental institution;"; and (3) by adding at the end the following: "(7) is an alien, other than an alien who— "(A) is lawfully admitted for permanent residence (as defined in section 101(a)(20) of the Immigration and Nationality Act); or "(B) is in lawful nonimmigrant status, is a refugee admitted under section 207 of the Immigration and Nationality Act (8 U.S.C. 1157), or is in asylum status under section 208 of the Immigration and Nationality Act (8 U.S.C. 1158), and— "(i) is a foreign law enforcement officer of a friendly foreign government, as determined by the Secretary in consultation with the Secretary of State, entering the United States on official law enforcement business, and the shipping, transporting, possession, or receipt of explosive materials is in furtherance of this official law enforcement business; "(ii) is a person having the power to direct or cause the direction of the management and policies of a corporation, partnership, or association licensed pursuant to section 843(a), and the shipping, transporting, possession, or receipt of explosive materials is in furtherance of such power; "(iii) is a member of a North Atlantic Treaty Organization (NATO) or other friendly foreign military force, as determined by the Secretary in consultation with the Secretary of Defense, (whether or not admitted in a nonimmigrant status) who is present in the United States under military orders for training or other military purpose authorized by the United States, and the shipping, transporting, possession, or
