PUBLIC LAW 107-306 —NOV. 27, 2002 116 STAT. 2403 TITLE IV—CENTRAL INTELLIGENCE AGENCY SEC. 401. TWO-YEAR EXTENSION OF CENTRAL INTELLIGENCE AGENCY VOLUNTARY SEPARATION PAY ACT. Section 2 of the Central Intelligence Agency Voluntary Separation Pay Act (50 U.S.C. 403-4 note) is amended— (1) in subsection (f), by striking "September 30, 2003" and inserting "September 30, 2005"; and (2) in subsection (i), by striking "or 2003" and inserting " 2003, 2004, or 2005". SEC. 402. IMPLEMENTATION OF COMPENSATION REFORM PLAN. 50 USC 403-4 (a) DELAY ON IMPLEMENTATION ON COMPENSATION REFORM °°*®' PLAN.— (1) The Director of Central Intelligence may not implement before the implementation date (described in paragraph (2)) a plan for the compensation of employees of the Central Intelligence Agency that differs from the plan in effect on October 1, 2002. (2) The implementation date referred to in paragraph (1) is February 1, 2004, or the date on which the Director submits to the congressional intelKgence committees a report on the pilot project conducted under subsection (b), whichever is later, (3) It is the sense of Congress that an employee performance evaluation mechanism with evaluation training for managers and employees of the Central Intelligence Agency should be phased in before the implementation of any new compensation plan. (b) PILOT PROJECT. — (1) The Director shall conduct a pilot project to test the efficacy and fairness of a plan for the compensation of employees of the Central Intelligence Agency that differs from the plan in effect on October 1, 2002, within any one component of the Central Intelligence Agency selected by the Director, other than a component for which a pilot project on employee compensation has been previously conducted. (2) The pilot project under paragraph (1) shall be conducted for a period of at least 1 year. (3) Not later than the date that is 45 days after the completion Deadline, of the pilot project under paragraph (1), the Director shall submit to the congressional intelligence committees a report that contains an evaluation of the project and such recommendations as the Director considers appropriate for the modification of the plans for the compensation of employees throughout the Agency which are in effect on such date. (c) SENSE OF CONGRESS ON IMPLEMENTATION OF COMPENSATION REFORM PLAN FOR THE NATIONAL SECURITY AGENCY.— It is the sense of Congress that— (1) the Director of the National Security Agency should not implement before February 1, 2004, a plan for the compensation of employees of the National Security Agency that differs from the plan in effect on October 1, 2002; and (2) an employee performance evaluation mechanism with evaluation training for managers and employees of the National Security Agency should be phased in before the implementation of any new compensation plan. (d) CONGRESSIONAL INTELLIGENCE COMMITTEES DEFINED.— In this section, the term "congressional intelligence committees" means
