SEC. 216. INITIATION OF CONCEPT DEMONSTRATION OF GLOBAL HAWK HIGH ALTITUDE ENDURANCE UNMANNED AERIAL VEHICLE. Section 221(c) of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (as enacted into law by Public Law 106–398; 114 Stat. 1654A–40) is amended by striking ‘‘March 1, 2001’’ and inserting ‘‘March 1, 2005’’. SEC. 217. JOINT UNMANNED COMBAT AIR SYSTEMS PROGRAM. (a) EXECUTIVE COMMITTEE.—(1) The Secretary of Defense shall, subject to subsection (b), establish an executive committee and require that executive committee to provide guidance and rec ommendations for the management of the Joint Unmanned Combat Air Systems program to the Director of the Defense Advanced Research Projects Agency and the personnel who are managing the program for such agency. (2) The executive committee established under paragraph (1) shall be composed of the following members: (A) The Under Secretary of Defense for Acquisition, Tech nology, and Logistics, who shall chair the executive committee. (B) The Assistant Secretary of the Navy for Research, Development, and Acquisition. (C) The Assistant Secretary of the Air Force for Acquisition. (D) The Deputy Chief of Naval Operations for Warfare Requirements and Programs. (E) The Deputy Chief of Staff of the Air Force for Air and Space Operations. (F) Any additional personnel of the Department of Defense whom the Secretary determines appropriate for membership on the executive committee. (b) APPLICABILITY ONLY TO DARPA MANAGED PROGRAM.—The requirements of subsection (a) apply with respect to the Joint Unmanned Combat Air Systems program only while the program is managed by the Defense Advanced Research Projects Agency. Subtitle C—Missile Defense Programs SEC. 231. FIELDING OF BALLISTIC MISSILE DEFENSE CAPABILITIES. (a) AUTHORITY.—Funds described in subsection (b) may, upon approval by the Secretary of Defense, be used for the development and fielding of ballistic missile defense capabilities. (b) COVERED FUNDS.—Subsection (a) applies to funds appro priated for fiscal year 2005 or fiscal year 2006 for research, develop ment, test, and evaluation for the Missile Defense Agency. SEC. 232. INTEGRATION OF PATRIOT ADVANCED CAPABILITY 3 AND MEDIUM EXTENDED AIR DEFENSE SYSTEM INTO BAL LISTIC MISSILE DEFENSE SYSTEM. (a) RELATIONSHIP TO BALLISTIC MISSILE DEFENSE SYSTEM.— The combined program of the Department of the Army known as the Patriot Advanced Capability 3/Medium Extended Air Defense System air and missile defense program (hereinafter in this section 10 USC 2431 note.
