INCLUSION OF DESCRIPTIVE SUMMARIES IN ANNUAL COOPERATIVE THREAT REDUCTION REPORTS AND BUDGET JUSTIFICATION MATERIALS. Section 1307 of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 (Public Law 105–261; 112 Stat. 2165; 22 U.S.C. 5952 note) is amended— (1) in subsection (a), by striking ‘‘as part of the Secretary’s annual budget request to Congress’’ in the matter preceding paragraph (1) and inserting ‘‘in the materials and manner specified in subsection (c)’’; and (2) by adding at the end the following new subsection: ‘‘(c) INCLUSION IN CERTAIN MATERIALS SUBMITTED TO CON GRESS.—The summary required to be submitted to Congress in a fiscal year under subsection (a) shall be set forth by project category, and by amounts specified in paragraphs (1) and (2) of that subsection in connection with such project category, in each of the following: ‘‘(1) The annual report on activities and assistance under Cooperative Threat Reduction programs required in such fiscal year under section 1308 of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (as enacted into law by Public Law 106–398). ‘‘(2) The budget justification materials submitted to Con gress in support of the Department of Defense budget for the fiscal year succeeding such fiscal year (as submitted with the budget of the President under section 1105(a) of title 31, United States Code).’’. PRESERVATION OF TITLE TO SUNKEN MILITARY CRAFT AND ASSOCIATED CONTENTS. Right, title, and interest of the United States in and to any United States sunken military craft— (1) shall not be extinguished except by an express divesti ture of title by the United States; and (2) shall not be extinguished by the passage of time, regard less of when the sunken military craft sank. SEC. 1402. PROHIBITIONS. (a) UNAUTHORIZED ACTIVITIES DIRECTED AT SUNKEN MILITARY CRAFT.—No person shall engage in or attempt to engage in any activity directed at a sunken military craft that disturbs, removes, or injures any sunken military craft, except— (1) as authorized by a permit under this title; 10 USC 113 note. 10 USC 113 note.
