For purposes of section 612 of title 41, United States Code, any subdivision of appropriations made under the heading ‘‘Shipbuilding and Conversion, Navy’’ that is not closed at the time reimbursement is made shall be available to reimburse the Judgment Fund and shall be considered for the same purposes as any subdivision under the heading ‘‘Shipbuilding and Conversion, Navy’’ appropriations in the current fiscal year or any prior fiscal year. SEC. 8116. Upon enactment of this Act, the Secretary of Defense shall make the following transfer of funds: Provided, That funds so transferred shall be merged with and shall be available for the same purpose and for the same time period as the appropriation to which transferred: Provided further, That the amounts shall be transferred between the following appropriations in the amounts specified: From: Under the heading ‘‘Shipbuilding and Conversion, Navy, 2003/2007’’: For outfitting, post delivery, conversions, and first destination transportation, $3,300,000; Under the heading ‘‘Shipbuilding and Conversion, Navy, 2004/2008’’: For outfitting, post delivery, conversions, and first destination transportation, $6,100,000; To: Under the heading ‘‘Shipbuilding and Conversion, Navy, 2003/2007’’: SSGN, $3,300,000; Under the heading ‘‘Shipbuilding and Conversion, Navy, 2004/2008’’: SSGN, $6,100,000. SEC. 8117. (a) FINDINGS.—The Senate makes the following findings: (1) The Department of Defense Appropriations Act, 2004 (Public Law 108–87), the Department of Defense Appropriations Act, 2005 (Public Law 108–287), and the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief, 2005 (Public Law 109–13) each contain a sense of the Senate provision urging the President to provide in the annual budget requests of the President for a fiscal year under section 1105(a) of title 31, United States Code, an estimate of the cost of ongoing military operations in Iraq and Afghanistan in such fiscal year. (2) The budget for fiscal year 2006 submitted to Congress by the President on February 7, 2005, requests no funds for fiscal year 2006 for ongoing military operations in Iraq or Afghanistan. (3) According to the Congressional Research Service, there exists historical precedent for including the cost of ongoing military operations in the annual budget requests of the President following initial funding for such operations by emergency or supplemental appropriations Acts, including—
