‘‘(i) DEFINITIONS.—In this section: ‘‘(1) The term ‘Secretary concerned’ includes the Secretary of Defense. ‘‘(2) The term ‘services’ includes activities that benefit the morale, welfare, or recreation of members of the armed forces and their dependents or are related or incidental to the conveyance of a gift, devise, or bequest of real property or personal property under subsection (a) or (b).’’. SEC. 375. INCLUSION OF PACKET BASED TELEPHONY IN DEPARTMENT OF DEFENSE TELECOMMUNICATIONS BENEFIT.

(a) INCLUSION IN BENEFIT.—Subsection (a) of section 344 of the National Defense Authorization Act for Fiscal Year 2004 (Public Law 108–136; 117 Stat. 1448) is amended by inserting ‘‘packet based telephony service,’’ after ‘‘prepaid phone cards,’’. (b) INCLUSION OF INTERNET TELEPHONY IN DEPLOYMENT OF ADDITIONAL TELEPHONE EQUIPMENT.—Subsection (e) of such section is amended— (1) by inserting ‘‘or Internet service’’ after ‘‘additional telephones’’; (2) by inserting ‘‘or packet based telephony’’ after ‘‘to facilitate telephone’’; and (3) by inserting ‘‘or Internet access’’ after ‘‘installation of telephones’’. (c) CONFORMING AMENDMENTS.—Such section is further amended— (1) in the heading for subsection (a), by striking ‘‘PREPAID PHONE CARDS’’ and inserting ‘‘BENEFIT’’; and (2) in the heading for subsection (e), by inserting ‘‘OR INTERNET ACCESS’’ after ‘‘TELEPHONE EQUIPMENT’’. SEC. 376. LIMITATION ON FINANCIAL MANAGEMENT IMPROVEMENT AND AUDIT INITIATIVES WITHIN DEPARTMENT OF DEFENSE.

(a) LIMITATION.—During fiscal year 2006, the Secretary of Defense may not obligate or expend any funds for the purpose of any financial management improvement activity relating to the preparation, processing, or auditing of financial statements until the Secretary submits to the congressional defense committees each of the following: (1) A comprehensive and integrated financial management improvement plan that— (A) describes specific actions to be taken to correct financial management deficiencies that impair the ability of the Department of Defense to prepare timely, reliable, and complete financial management information; and (B) systematically ties such actions to process and control improvements and business systems modernization efforts described in the business enterprise architecture and transition plan required by section 2222 of title 10, United States Code. (2) A written determination that each financial management improvement activity to be undertaken is— (A) consistent with the financial management improvement plan submitted pursuant to paragraph (1); and (B) likely to improve internal controls or otherwise result in sustained improvements in the ability of the
