inserting ‘‘and professional and technical education of students and the provision of research opportunities for students’’. SEC. 524. MODIFICATION OF ELIGIBILITY FOR POSITION OF PRESIDENT OF THE NAVAL POSTGRADUATE SCHOOL.

Subsection (a) of section 7042 of title 10, United States Code, is amended to read as follows: ‘‘(a)(1) The President of the Naval Postgraduate School shall be one of the following: ‘‘(A) An officer of the Navy in a grade not below the grade of captain who is detailed to such position. ‘‘(B) A civilian individual having qualifications appropriate to the position of President of the Naval Postgraduate School who is assigned to such position. ‘‘(2) The President of the Naval Postgraduate School shall be detailed or assigned to such position by the Secretary of the Navy, upon the recommendation of the Chief of Naval Operations. ‘‘(3) An individual assigned to the position of President of the Naval Postgraduate School under paragraph (1)(B) shall serve in that position for a term of not more than five years and may be reassigned to that position for an additional term of up to five years. ‘‘(4) The qualifications appropriate for selection for detail or assignment to the position of President of the Naval Postgraduate School include the following: ‘‘(A) A doctorate degree in a field of study relevant to the mission and function of the Naval Postgraduate School, in the case of a civilian, or a doctorate or master’s degree in such a field of study, in the case of an officer of the Navy. ‘‘(B) A comprehensive understanding of the Navy, the Department of Defense, and joint and combined operations. ‘‘(C) Leadership experience at the senior level in a large and diverse organization. ‘‘(D) Demonstrated ability to foster and encourage a program of research in order to sustain academic excellence. ‘‘(E) Other qualifications, as determined by the Secretary of the Navy.’’. SEC.

INCREASED ENROLLMENT FOR ELIGIBLE DEFENSE INDUSTRY EMPLOYEES IN THE DEFENSE PRODUCT DEVELOPMENT PROGRAM AT NAVAL POSTGRADUATE SCHOOL.

Section 7049(a) of title 10, United States Code, is amended— (1) by inserting ‘‘and systems engineering’’ after ‘‘curriculum related to defense product development’’; and (2) by striking ‘‘10’’ and inserting ‘‘25’’. SEC. 526. INSTRUCTION FOR ENLISTED PERSONNEL BY THE NAVAL POSTGRADUATE SCHOOL.

(a) EXPANDED ELIGIBILITY FOR INSTRUCTION.—Section 7045 of title 10, United States Code, is amended— (1) in subsection (a)(2)— (A) by redesignating subparagraph (C) as subparagraph (D); (B) by inserting after subparagraph (B) the following new subparagraph (C):
