‘‘(2) PRIORITY.—In providing services under this subpart, the State, in addition to giving the priority described in section 372(b), shall give priority— ‘‘(A) to caregivers who are older individuals with greatest social need, and older individuals with greatest economic need (with particular attention to low-income older individuals); and ‘‘(B) to older individuals providing care to individuals with severe disabilities, including children with severe disabilities.’’; (3) in subsection (d), to read as follows: ‘‘(d) USE OF VOLUNTEERS.—In carrying out this subpart, each area agency on aging shall make use of trained volunteers to expand the provision of the available services described in subsection (b) and, if possible, work in coordination with organizations that have experience in providing training, placement, and stipends for volunteers or participants (such as organizations carrying out Federal service programs administered by the Corporation for National and Community Service), in community service settings.’’; (4) in subsection (e)(3), by adding at the end the following: ‘‘The reports shall describe any mechanisms used in the State to provide to persons who are family caregivers, or grandparents or older individuals who are relative caregivers, information about and access to various services so that the persons can better carry out their care responsibilities.’’; (5) in subsection (f)(1), by striking ‘‘2001 through 2005’’ and inserting ‘‘2007, 2008, 2009, 2010, and 2011’’; and (6) in subsection (g)(2)(C), by inserting ‘‘of a child who is not more than 18 years of age’’ before the period at the end. SEC. 322. NATIONAL INNOVATION.

Subpart 2 of part E of title III of the Older Americans Act of 1965 (42 U.S.C. 3030s–11 et seq.) is repealed.

TITLE IV—ACTIVITIES FOR HEALTH, INDEPENDENCE, AND LONGEVITY SEC. 401. TITLE.

The Older Americans Act of 1965 is amended by inserting before section 401 (42 U.S.C. 3031) the following:

‘‘TITLE IV—ACTIVITIES FOR HEALTH, INDEPENDENCE, AND LONGEVITY’’. SEC. 402. GRANT PROGRAMS.

Section 411 of the Older Americans Act of 1965 (42 U.S.C. 3032) is amended— (1) in subsection (a)— (A) in paragraph (8), by striking ‘‘and’’ at the end; (B) by redesignating paragraph (9) as paragraph (13); and (C) by inserting after paragraph (8) the following:
