(a) EMERGENCY DESIGNATION.—Notwithstanding any other provision of this title (except section 230), of the amounts otherwise provided by this title for the following accounts, the following amounts are designated as emergency requirements and necessary to meet emergency needs pursuant to subsections (a) and (b) of section 204 of S. Con. Res. 21 (110th Congress), the concurrent resolution on the budget for fiscal year 2008: Veterans Health Administration, Medical Services, $1,936,549,000. Veterans Health Administration, Medical Administration, $75,000,000. Veterans Health Administration, Medical Facilities, $508,000,000. Veterans Health Administration, Medical and Prosthetic Research, $69,000,000. National Cemetery Administration, $28,191,000. Departmental Administration, General Operating Expenses, $133,163,000. Departmental Administration, Information Technology Systems, $107,248,000. Departmental Administration, Office of the Inspector General, $7,901,000. Departmental Administration, Construction, Major Projects, $341,700,000. Departmental Administration, Construction, Minor Projects, $397,139,000. Departmental Administration, Grants for Construction of State Extended Care Facilities, $80,000,000. Departmental Administration, Grants for Construction of State Veterans Cemeteries, $7,500,000. (b) CONTINGENT APPROPRIATION.—Any amount appropriated in this title that is designated by the Congress as an emergency requirement pursuant to subsection (a) shall be made available only after submission to the Congress by January 18, 2008, a formal budget request by the President that includes designation of the entire amount of the request as an emergency requirement. (c) REQUIREMENT FOR AVAILABILITY.—None of the funds described in subsection (a) shall become available for obligation unless all such funds are made available for obligation.
