The first section of P ublic L aw 9 1 – 229 (2 5U . S . C . 48 8) is amended— (1) by striking ‘‘That the Secretary’’ and inserting the fol - lowing

‘SECTION 1. LOANS TO PURCHASERS OF HIGHLY FRACTIONED LAND. ‘‘(a) ING ENE R A L .—The Secretary’’

and (2) by adding at the end the following: ‘‘(b) H I GH L YF RACTI O NATE D LAND.— ‘‘(1) IN GENERAL.—Subject to paragraph (2), the Secretary of A griculture may make and insure loans in accordance with section 3 09 of the Consolidated Farm and R ural De v elopment Act ( 7 U.S.C. 1929) to eligible purchasers of highly fractionated land pursuant to section 205(c) of the Indian Land Consolida- tion Act (25 U.S.C. 2204(c)). ‘‘(2) E X CL US ION.—Section 4 shall not apply to trust land, restricted tribal land, or tribal corporation land that is mort- gaged in accordance with paragraph (1).’’. TI T LEV I— RU R A L D EVEL OP ME N T Subtitle A— C onsoli d ated Fa rm and Rural De v elo p ment Act SEC. 6 001. W ATER , WASTE DISPOSAL, AND WASTEWATER FACILITY GRANTS. Section 30 6 (a)(2)(B)(vii) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1926(a)(2)(B)(vii)) is amended by striking ‘‘2002 through 2007’’ and inserting ‘‘2008 through 2012’’. SEC. 600 2 . SEARCH GRANTS. (a) IN GENERAL.—Section 306(a)(2) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1926(a)(2)) is amended by adding at the end the following: ‘‘(C) S P ECIAL EVALUATION ASSISTANCE FOR RURAL CO M MUNITIES AND HOUSEHOLDS PROGRAM.— ‘‘(i) IN GENERAL.—The Secretary may establish the Special Evaluation Assistance for Rural Communities and Households (SEARCH) program, to make predevelopment planning grants for feasibility studies, design assistance, and technical assistance, to finan- cially distressed communities in rural areas with popu- lations of 2,500 or fewer inhabitants for water and waste disposal projects described in paragraph (1), this paragraph, and paragraph (24). ‘‘(ii) TERMS.— 12USC 22 5 2 note.
