and ‘‘(II) a high rate of hunger or food insecurity or a high p overty rate. ‘‘( B ) L O A N AND L OAN G UARANTEE P ROGRAM.— ‘‘(i) IN GENERAL.—The Secretary shall make or guarantee loans to individuals, cooperatives, coopera- tive organi z ations, businesses, and other entities to establish and facilitate enterprises that process, dis- tribute, aggregate, store, and market locally or region- ally produced agricultural food products to support community development and farm and ranch income. ‘‘(ii) R E Q UIREMENT.—The recipient of a loan or loan guarantee under clause (i) shall include in an appro- priate agreement w ith retail and institutional facilities to which the recipient sells locally or regionally pro- duced agricultural food products a re q uirement to inform consumers of the retail or institutional facilities that the consumers are purchasing or consuming locally or regionally produced agricultural food prod- ucts. ‘‘(iii) P RIORITY.—In making or guaranteeing a loan under clause (i), the Secretary shall give priority to pro j ects that have components benefitting underserved communities. ‘‘(iv) REPORTS.— N ot later than 2 years after the date of enactment of this paragraph and annually thereafter, the Secretary shall submit to the C ommittee on A griculture of the H ouse of Representatives and the Committee on Agriculture, Nutrition, and F orestry of the Senate a report that describes projects carried out using loans or loan guarantees made under clause (i), including— ‘‘(I) the characteristics of the communities served; and ‘‘(II) resulting benefits. ‘‘(v) RESERVATION O F FUNDS.— ‘‘(I) IN GENERAL.—For each of fiscal years 2 0 0 8 through 20 1 2, the Secretary shall reserve not less than 5 percent of the funds made available to carry out this subsection to carry out this subpara- graph. ‘‘(II) AVAILA B ILITY OF FUNDS.—Funds reserved under subclause (I) for a fiscal year shall be reserved until April 1 of the fiscal year.’’. SEC.601 6. AP P RO PR I A T E TEC HN O L O GY TRANS F ERFORR U RAL AREAS. Section 3 10B of the Consolidated Farm and Rural D evelopment Act ( 7 U.S.C. 1 9 32) is amended by adding at the end the following
