SEC.15 1 0 . MAND A TORY RE P ORT I N G O F DAIRY COMMODITIES. (a) EL E C TRONIC R E P ORTIN G .— S ection 273 of the Ag ricultural M ar k eting Act of 1946 (7 U .S. C . 1637b) is amended— (1) b y redesignating subsection (d) as subsection (e)

‘(d) ELECTRONIC REPORTING.— ‘‘(1) I N GENERAL.—Sub j ect to the availability of funds under paragraph (3) , the Secretary shall establish an electronic reporting system to carry out this section. ‘‘(2) F RE QU ENC Y O F REPORT S .—After the establishment of the electronic reporting system in accordance with paragraph (1), the Secretary shall increase the fre q uency of the reports required under this section. ‘‘(3) AUT H ORI Z ATION OF APPROPRIATIONS.—There are authori z ed to be appropriated such sums as are necessary to carry out this subsection. ’ ’. (b) Q UARTERLY AU D ITS.—Section 273(c) of the Agricultural Mar - keting Act of 1946 (7 U.S.C. 1637b(c)) is amended by striking paragraph (3) and inserting the following: ‘‘(3) V ERIFICATION.— ‘‘(A) IN GENERAL.—The Secretary shall take such actions as the Secretary considers necessary to verify the accuracy of the information submitted or reported under this subtitle. ‘‘( B ) QUARTERLY AUDITS.—The Secretary shall quar- terly conduct an audit of information submitted or reported under this subtitle and compare such information with other related dairy market statistics.’’. Subti t leF—Adm i n i s t ra ti o n SEC. 1 6 01. ADMINISTRATION GENERA L LY. (a) USE OF COMMODITY CREDIT CORPORATION.—E x cept as other- wise provided in this title, the Secretary shall use the funds, facili- ties, and authorities of the Commodity Credit Corporation to carry out this title. (b) D ETERMINATIONS B Y SECRETARY.—A determination made by the Secretary under this title shall be final and conclusive. (c) REGULATIONS.— (1) IN GENERAL.—Except as otherwise provided in this sub- section, not later than 9 0 days after the date of enactment of this Act, the Secretary and the Commodity Credit Corpora- tion, as appropriate, shall promulgate such regulations as are necessary to implement this title and the amendments made by this title. (2) P ROCEDURE.—The promulgation of the regulations and administration of this title and the amendments made by this title shall be made without regard to— (A) chapter 3 5 of title 44, United States Code (com- monly known as the ‘‘Paperwork Reduction Act’’); (B) the Statement of Policy of the Secretary of Agri- culture effective J uly 24, 1971 (36 Fed.
