or ‘‘(2) the sum of— ‘‘( A ) the amount of credit guarantees that the Com - modity Credit Corporation can make available using budget authority of $ 4 0,000,000 for each fiscal year for the costs of the credit guarantees; and ‘‘( B ) the amount of credit guarantees that the Com- modity Credit Corporation can make available using unobli- gated budget authority for prior fiscal years. ’ ’. (c) CON F ORMING AMENDMENTS.— S ection 202 of the Agricultural Trade Act of 19 78 (7 U .S.C. 5622) is amended— (1) in subsection (b)(4) (as redesignated by subsection (a)( 3 )), by striking ‘‘, consistent w ith the provisions of subsection (c)’’; (2) in subsection (d) (as redesignated by subsection (a)(3))— (A) by striking ‘‘(1)’’ and all that follows through ‘‘The Commodity’’ and inserting ‘‘The Commodity’’; and (B) by striking paragraph (2); and (3) in subsection (g)(2) (as redesignated by subsection (a)(3)), by striking ‘‘subsections (a) and (b)’’ and inserting ‘‘sub- section (a)’’. SEC.3102 . MARK E T ACCESS P R OG RAM. (a) O RGANI C COMMODITIES.—Section 203(a) of the Agricultural Trade Act of 1978 (7 U.S.C. 5623(a)) is amended by inserting after ‘‘agricultural commodities’’ the following
‘‘(including commod- ities that are organically produced (as defined in section 2103 of the Organic F oods Production Act of 1990 (7 U.S.C. 6502)))’’. (b) FUNDING.—Section 211(c)(1)(A) of the Agricultural Trade Act of 1978 (7 U.S.C. 5641(c)(1)(A)) is amended by striking ‘‘$200,000,000 for each of fiscal years 2006 and 2007’’ and inserting ‘‘$200,000,000 for each of fiscal years 2008 through 2012’’. SEC. 3103. E X PORT E NH ANCEMENT PROGRAM. (a) I N GENERA L .—Section 301 of the Agricultural Trade Act of 1978 (7 U.S.C. 5651) is repealed. (b) CONFORMING AMENDMENTS.—The Agricultural Trade Act of 1978 is amended— (1) in title III, by striking the title heading and inserting the following: ‘ ‘ TI T LE III —BAR RIER S T O E XP ORTS ’ ’
(2) by redesignating sections 302 and 303 (7 U.S.C. 5652 and 5653) as sections 301 and 302, respectively; (3) in section 302 (as redesignated by paragraph (2)), by striking ‘‘, such as that established under section 301,’’; (4) in section 401 (7 U.S.C. 5661)— (A) in subsection (a), by striking ‘‘section 201, 202, or 301’’ and inserting ‘‘section 201 or 202’’; and (B) in subsection (b), by striking ‘‘sections 201, 202, and 301’’ and inserting ‘‘sections 201 and 202’’; and 7USC56 5 3.
