‘‘(e) FUNDI N G.— ‘‘(1) I NG E NE RAL .— O f the funds of the C o m modity Credit Corporation, the S ecretary shall use to carry out this section— ‘‘( A ) $ 3, 0 00,000 for fiscal year 2 00 8

‘‘( B )$ 5 ,000,000 for each of fiscal years 200 9 through 2010; and ‘‘(C) $10,000,000 for each of fiscal years 2011 and 2012. ‘‘(2) US E OF FUNDS.— N ot less than 10 percent of the funds used to carry out this section in a fiscal year under paragraph (1) shall be used to support the use of electronic benefits trans - fers for Federal nutrition programs at farmers’ markets. ‘‘(3) IN T ERDE P ART M ENTAL C OORDINATION.—In carrying out this subsection, the Secretary shall ensure coordination between the various agencies to the ma x imum extent practicable. ‘‘(4) L IMITATION.—Funds described in paragraph (2)— ‘‘(A) may not be used for the ongoing cost of carrying out any pro j ect; and ‘‘(B) shall only be provided to eligible entities that demonstrate a plan to continue to provide E B T card access at 1 or more farmers’ markets following the receipt of the grant.’’. SEC.10 10 7 .S P EC IALTY C RO PS M AR K ET N E W S ALLOCATION. (a) IN G ENERAL.—The Secretary shall— (1) carry out market news activities to provide timely price and shipment information of specialty crops in the United States; and (2) use funds made available under subsection (b) to increase the reporting levels for specialty crops in effect on the date of enactment of this Act. (b) AUT H ORI Z ATION OF APPROPRIATIONS.—In addition to any other funds made available through annual appropriations for market news services, there is authori z ed to be appropriated to carry out this section $9,000,000 for each of fiscal years 2008 through 2012, to remain available until expended. SEC. 1010 8 .E X PE D ITED MARKETIN G ORDER F OR H ASS A V OCADOS FOR GRADES AND STANDARDS AND OTHER P U RPOSES. (a) IN GENERAL.—The Secretary shall initiate procedures under the Agricultural Adjustment Act ( 7 U.S.C. 6 01etse q .), reenacted with amendments by the Agricultural M arketing Agreement Act of 1937, to determine whether it would be appropriate to establish a Federal marketing order for H ass avocados relating to grades and standards and for other purposes under that Act. (b) E X PEDITED P ROCEDURES.— (1) PROPOSAL FOR AN ORDER.—An organization of domestic avocado producers in existence on the date of enactment of this Act may request the issuance of, and submit to the Sec- retary a proposal for, an order described in subsection (a). (2) PU B LICATION OF PROPOSAL.—Not later than 60 days after the date on which the Secretary receives a proposed order under paragraph (1), the Secretary shall initiate proce- dures described in subsection (a) to determine whether the proposed order should proceed.
