S UB C H APTER C —G ENERAL PRO V ISIONS, THIS CHAPTER E X TENSION OF AUTHORITIES SEC. 1401. Funds appropriated by this chapter may be obligated and e x pended notwithstanding section 10 of Public Law 91– 6 72 (22 U.S.C. 2412), section 15 of the State Department Basic Authori- ties Act of 1956 (22 U.S.C. 2680), section 313 of the Foreign Rela- tions Authori z ation Act, Fiscal Years 1994 and 1995 (22 U.S.C. 6212), and section 504(a)(1) of the National Security Act of 1947 (50 U.S.C. 414(a)(1)). IRA Q SEC. 1402. (a) ASSET TRANSFER AGREEMENT.— (1) None of the funds appropriated by this chapter for infrastructure maintenance activities in Iraq may be made available until the Secretary of State certifies and reports to the Committees on Appropriations that the Governments of the United States and Iraq have entered into, and are imple- menting, an asset transfer agreement that includes commit- ments by the Government of Iraq to maintain United States- funded infrastructure in Iraq. (2) None of the funds appropriated by this chapter may be made available for the construction of prison facilities in Iraq. (b) ANTI-CORRUPTION.—Not more than 40 percent of the funds appropriated by this chapter for rule of law programs in Iraq may be made available for assistance for the Government of Iraq List s .Cer ti f i ca ti on .
