PRINCIPAL MILITARY DEPUTIES. (a)DEPARTM E N T OF T H E A RM Y.—Section3016 ( b )o f tit l e10 ,U nite d State sC ode, is a m ended b y addin g att h e end the follo w ing new p a r agraph

‘( 5 )(A) O ne of the Assistant Secretaries shall be the Assistant Secretary of the Army for Ac qu isition, T echnology, and L ogistics. The principal duty of the Assistant Secretary shall be the o v erall supervision of acquisition, technology, and logistics matters of the Department of the Army. ‘‘( B ) The Assistant Secretary shall have a P rincipal M ilitary Deputy, who shall be a lieutenant general of the Army on active duty. The Principal Military Deputy shall be appointed from among officers who have significant e x perience in the areas of acquisition and program management. The position of Principal Military Deputy shall be designated as a critical acquisition position under section 1 7 33 of this title. ’ ’. (b) DEPARTMENT OF THE N A V Y.—Section 5016(b) of such title is amended by adding at the end the following new paragraph: ‘‘( 4 )(A) One of the Assistant Secretaries shall be the Assistant Secretary of the Navy for R esearch, Development, and Acquisition. The principal duty of the Assistant Secretary shall be the overall supervision of research, development, and acquisition matters of the Department of the Navy. ‘‘(B) The Assistant Secretary shall have a Principal Military Deputy, who shall be a vice admiral of the Navy or a lieutenant general of the Marine Corps on active duty. The Principal Military Deputy shall be appointed from among officers who have significant experience in the areas of acquisition and program management. The position of Principal Military Deputy shall be designated as a critical acquisition position under section 1733 of this title.’’. (c) DEPARTMENT OF THE A I R F OR C E.—Section 8 016(b) of such title is amended by adding at the end the following new paragraph: ‘‘(4)(A) One of the Assistant Secretaries shall be the Assistant Secretary of the Air Force for Acquisition. The principal duty of the Assistant Secretary shall be the overall supervision of acquisi - tion matters of the Department of the Air Force. ‘‘(B) The Assistant Secretary shall have a Principal Military Deputy, who shall be a lieutenant general of the Air Force on active duty. The Principal Military Deputy shall be appointed from among officers who have significant experience in the areas of acquisition and program management. The position of Principal Military Deputy shall be designated as a critical acquisition position under section 1733 of this title.’’. (d) D U TY OF PRINCIPA L MILITARY DEPUTIE S TO I NFORM SERVICE CHIEFS ON MA J OR DEFENSE AC Q UISITION PRO G RAMS.— E ach Prin- cipal Military Deputy to a service acquisition executive shall be responsible for k eeping the Chief of Staff of the Armed Forces concerned informed of the progress of ma j or defense acquisition programs. SEC. 909. SENSE OF CON G RESS ON TERM OF OFFICE OF THE DIRECTOR OF OPERATIONAL TEST AND E V ALUATION.
