and ‘‘( B ) help students develop learning s k ills to succeed in higher education and to enter the workforce; ‘‘( 2 ) strengthen and develop partnerships among the stake - holders in teacher preparation to transform teacher education and ensure technology-rich teaching and learning environments throughout a teacher candidate ’ s preservice education, including clinical e x periences; and ‘‘( 3 ) assess the effectiveness of departments, schools, and colleges of education at institutions of higher education in pre- paring teacher candidates for successful implementation of tech- nology-rich teaching and learning environments, including environments consistent with the principles of universal design for learning, that enable kindergarten through grade 12 stu- dents to develop learning skills to succeed in higher education and to enter the workforce . ‘‘(b) A MOUNTA N DD U R AT I ON.—A grant, contract, or cooperative agreement under this subpart— ‘‘(1) shall be for not more than $ 2, 0 00,000; ‘‘(2) shall be for a three-year period; and ‘‘(3) may be renewed for one additional year. ‘‘(c) N ON-F E DERA LSH ARE R E Q UIREMENT.— T he Federal share of the cost of any project funded under this subpart shall not exceed 75 percent. The non-Federal share of the cost of such project may be provided in cash or in kind, fairly evaluated, including services. ‘‘(d) DE F INITION OF E LI G I B LE C ON S ORTIUM.— I n this subpart, the term ‘eligible consortium’ means a consortium of members that includes the following
‘‘(1) Not less than one institution of higher education that awards baccalaureate or masters degrees and prepares teachers for initial entry into teaching. ‘‘(2) Not less than one State educational agency or local educational agency. ‘‘(3) A department, school, or college of education at an institution of higher education. ‘‘( 4 ) A department, school, or college of arts and sciences at an institution of higher education. ‘‘(5) Not less than one entity with the capacity to contribute to the technology-related reform of teacher preparation pro- grams, which may be a professional association, foundation, museum, library, for-profit business, public or private nonprofit organi z ation, community-based organization, or other entity. ‘ ‘ SEC.23 2. U SES OF FU ND S. ‘‘(a) IN G ENERAL.—An eligible consortium that receives a grant or enters into a contract or cooperative agreement under this sub- part shall use funds made available under this subpart to carry out a project that— ‘‘(1) develops long-term partnerships among members of the consortium that are focused on effective teaching with 20USC1 0 3 2 a.
