‘‘( 5 )re q uire an assurance that no student will be denied participation in a project assisted under this section because the student will enter the project after the 9 th grade . ’’; ( 6 ) in subsection (f) (as redesignated by paragraph (3)) — (A) by striking ‘‘during J une, July, and August’’ each place the term occurs and inserting ‘‘during the summer school recess, for a period not to e x ceed three months’’; and (B) by striking ‘‘(b)(1 0 )’’ and inserting ‘‘(d)(5)’’; and ( 7 ) by adding at the end the following: ‘‘(h) A BSOLUTEPRI ORIT Y PRO H IBITE D I NUPWA RD BOUND PRO- G RA M .—Upon enactment of this subsection and except as otherwise expressly provided by amendment to this section, the S ecretary shall not continue, implement, or enforce the absolute priority for the Upward Bound Program published by the Department of Edu- cation in the F ederal R egister on September 22, 2006 (71 Fed. Reg. 55447 et seq.). T his subsection shall not be applied retro- actively. I n implementing this subsection, the Department shall allow the programs and participants chosen in the grant cycle to which the priority applies to continue their grants and participa- tion without a further recompetition. The entities shall not be required to apply the absolute priority conditions or restrictions to future participants.’’. (d) STUDENT SUPPORT SER V I C ES.—Section 402D (20 U.S.C. 1070a – 14) is amended— (1) in subsection (a)— (A) in paragraph (2), by striking ‘‘and’’ after the semi- colon; and (B) by striking paragraph (3) and inserting the fol- lowing: ‘‘(3) to foster an institutional climate supportive of the success of students who are limited English proficient, students from groups that are traditionally underrepresented in postsec- ondary education, students with disabilities, students who are homeless children and youths (as such term is defined in section 725 of the M c K inney- V ento H omeless Assistance Act (42 U.S.C. 11434a)), students who are in foster care or are aging out of the foster care system, or other disconnected students; and ‘‘(4) to improve the financial literacy and economic literacy of students, including— ‘‘(A) basic personal income, household money manage- ment, and financial planning skills; and ‘‘(B) basic economic decisionmaking skills.’’; (2) by redesignating subsections (c) and (d) as subsections (d) and (e);
