‘‘Such evaluation shall include a separate analysis of— ‘‘(1) the implementation of the scholarship component described in section 404E
and ‘‘(2) the use of methods for complying with matching re q uirements described in paragraphs (1) and (2) of section 404C(c).’’. (h) AUT H ORI Z ATION OF A P PROPRIATION S .—Section 404 H (20 U.S.C. 1070a–2 8 ) is amended by stri k ing ‘‘ $ 200,000,000 for fiscal year 1 9 99’’ and all that follows through the period and inserting ‘‘$400,000,000 for fiscal year 2009 and such sums as may be nec- essary for each of the five succeeding fiscal years.’’. SEC.405 . A CA D E MI CAC H IE V EME NT INCENTIVE SCH OL A R SHI P S. Chapter 3 of subpart 2 of part A of title I V (20 U.S.C. 1070a– 31 et seq.) is repealed. SEC. 40 6 . F EDERAL S U PPLEMENTAL EDUCATIONAL OPPORTUNIT YG RANTS. (a) APPROPRIATIONS AUTHORIZED.—Section 413A(b)(1) (20 U.S.C. 1070b(b)(1)) is amended by striking ‘‘$ 6 7 5 ,000,000 for fiscal year 1999’’ and all that follows through the period and inserting ‘‘such sums as may be necessary for fiscal year 2009 and each of the five succeeding fiscal years.’’. (b) ALLO W AN C E FOR B OO K S AND SUPPLIES.—Section 413 D (c)(3)(D) (20 U.S.C. 1070b–3(c)(3)(D)) is amended by striking ‘‘$450’’ and inserting ‘‘$600’’. (c) T ECHNICAL CORRECTION.—Section 413D(a)(1) (20 U.S.C. 1070b–3(a)(1)) is amended by striking ‘‘such institution’’ and all that follows through the period and inserting ‘‘such institution received under subsections (a) and (b) of this section for fiscal year 1999 (as such subsections were in effect with respect to alloca- tions for such fiscal year).’’. SEC. 40 7 . LEVERAGING EDUCATIONAL ASSISTANCE PARTNERSHIP PROGRAM. (a) AUTHORIZATION OF APPROPRIATIONS.—Section 415A(b) (20 U.S.C. 1070c(b)) is amended by striking paragraphs (1) and (2) and inserting the following: ‘‘(1) IN G ENERAL.—There are authorized to be appropriated to carry out this subpart $200,000,000 for fiscal year 2009 and such sums as may be necessary for each of the five suc- ceeding fiscal years. ‘‘(2) RESERVATION.—For any fiscal year for which the amount appropriated under paragraph (1) e x ceeds $30,000,000, the excess amount shall be available to carry out section 415E.’’. (b) APPLICATIONS.—Section 415C(b) (20 U.S.C. 1070c–2(b)) is amended— (1) in paragraph (2), by striking ‘‘not in excess of $5,000 per academic year’’ and inserting ‘‘not to exceed the lesser
