12 2 STA T .3 2 86PUBLIC LA W 11 0– 31 5— AU G .1 4, 2008 ‘ ‘ (4)CONSULTA T I ON .—TheS e cr e ta r ys ha l lc on s u lt wi th the Adv isory Co m mittee on Student F inancial Assistance esta b- lished under section 4 91 asa p propriate in carryin g out this subsection. ‘‘( 5 ) REP O R TS.— ‘‘(A) REPORTS ON STU DY .—The Secretary shall prepare and submit to the authori z ing committees— ‘‘(i) not later than one year a f ter the date of enact- ment of the H igher E ducation O pportunity Act , an interim report on the progress of the study re q uired under paragraph ( 3 ) that includes any preliminary rec- ommendations by the study group established under such paragraph

and ‘‘(ii) not later than two years after the date of enactment of the Higher Education Opportunity Act, a final report on the results of the study required under paragraph (3) that includes recommendations by the study group established under such paragraph. ‘‘( B ) REPORTS ON F AFSA SI M PLIFI C ATION EFFORTS.—The Secretary shall report to the authorizing committees, from time to time, on the progress of the simplification efforts under this subsection. ‘‘(g) ADDRESSIN G T H E D IGITAL DI V IDE.—The Secretary shall uti- lize savings accrued by moving more applicants to the electronic version of the forms described in subsection (a)(3) to improve access to the electronic version of the forms described in such subsection for applicants meeting the requirements of subsection (b) or (c) of section 4 7 9. ‘‘(h) AD J USTMENTS.—The Secretary shall disclose, on the form notifying a student of the student ’ se x pected family contribution, that the student may, on a case-by-case basis, qualify for an ad j ust- ment under section 479A to the cost of attendance or the values of the data items required to calculate the expected contribution for the student or parent. Such disclosure shall specify— ‘‘(1) the special circumstances under which a student or family member may qualify for such adjustment; and ‘‘( 2 ) additional information regarding the steps a student or family member may ta k e in order to seek an adjustment under section 479A.’’. SEC.48 4. MOD E LIN S T IT U TION F IN A NCIAL AID OFFE R FORM. (a) M ODEL FORMAT.—The Secretary of Education shall— (1) not later than six months after the date of enactment of the Higher Education Opportunity Act, convene a group of students, families of students, secondary school guidance counselors, representatives of institutions of higher education (including financial aid administrators, registrars, and business officers), and nonprofit consumer groups for the purpose of offering recommendations for improvements that— (A) can be made to financial aid offer forms; and (B) include the information described in subsection (b); (2) develop a model format for financial aid offer forms based on the recommendations of the group; and (3) not later than one year after the date of enactment of the Higher Education Opportunity Act— Recom me nda-ti on s.D ead l ines. 20USC1 0 9 2 note.
