BU S IN ESS A N D IN T E R NATI O NA L EDUCATION P RO G RA M S. (a) C ENT E RSFO R I NTERN A T I ONA LBU SINESS ED U C ATION. — Sec- tion 612 (20 U.S.C. 1130–1) is amended— (1) in subsection (a)— ( A ) by redesignating paragraphs (1) and (2) as para- graphs (2) and (3) , respecti v ely

and (B) by inserting before paragraph (2) (as redesignated by subparagraph (A)) the follo w ing

‘‘(1) P UR P OSE.— T he purpose of this section is to coordinate the programs of the F ederal G overnment in the areas of research, education, and training in international business and trade competitiveness.’’; (2) in subsection (c)(2)—— (A) in subparagraph (E), by inserting ‘‘(including those that are eligible to receive assistance under part A or B of title III or under title V )’’ after ‘‘other institutions of higher education’’; (B) by striking ‘‘and’’ at the end of subparagraph (E); (C) by redesignating subparagraph (F) as subparagraph (G); and ( D ) by inserting the following new subparagraph after subparagraph (E): ‘‘(F) programs encouraging the advancement and understanding of technology-related disciplines, including manufacturing software systems and technology manage- ment; and’’; and (3) in subsection (f)(3), by inserting ‘‘, and that diverse perspectives will be made available to students in programs under this section’’ before the semicolon. (b) EDUCATION AND TRAININ G PROGRA M S.—Section 613(c) (20 U.S.C. 1130a(c)) is amended by adding at the end the following: ‘‘Each such application shall include an assurance that, where applicable, the activities funded by the grant will reflect diverse perspectives and a wide range of views on world regions and inter- national affairs.’’. (c) AUT H ORI Z ATION OF APPROPRIATIONS.—Section 61 4 (20 U.S.C. 1130b) is amended— (1) in subsection (a)— (A) by striking ‘‘ $ 11,000,000’’ and inserting ‘‘such sums as may be necessary’’; (B) by striking ‘‘1 9 99’’ and inserting ‘‘2009’’; and (C) by striking ‘‘4’’ and inserting ‘‘five’’; and (2) in subsection (b)— (A) by striking ‘‘$ 7 ,000,000’’ and inserting ‘‘such sums as may be necessary’’; (B) by striking ‘‘1999’’ and inserting ‘‘2009’’; and (C) by striking ‘‘4’’ and inserting ‘‘five’’. SEC. 61 2 . MINORIT YF OREIGN SER V ICE PROFESSIONAL DEVELOPMENT PROGRAM. Section 621 (20 U.S.C. 1131) is amended— (1) in subsection (a), by striking the second sentence and inserting the following: ‘‘The Institute shall conduct a program to enhance the international competitiveness of the United
