(d) TR A NS F ER AUTHORITY.— ( 1 ) TRANSFERS AUTHORI Z ED.— S u bj ect to paragraph ( 2 ) , a m ounts authori z ed to be appropriated by subsection (a) may be transferred from the I ra q Security F orces Fund to any of the fo l lo w ing accounts and funds of the D epartment of Defense to accomplish the purposes provided in subsection (b)

(A) M ilitary personnel accounts. ( B ) Operation and maintenance accounts. ( C ) P rocurement accounts. (D) R esearch, development, test, and evaluation accounts. ( E ) Defense wor k ing capital funds. (F) Overseas H umanitarian, Disaster, and Civic Aid account. (2) ADDITIONA L AUTHORITY.—The transfer authority pro - vided by paragraph (1) is in addition to any other transfer authority available to the Department of Defense. ( 3 ) TRANSFERS B A CK TO THE FUND.— U pon determination that all or part of the funds transferred from the Iraq Security Forces Fund under paragraph (1) are not necessary for the purpose provided, such funds may be transferred back to the Iraq Security Forces Fund. ( 4 ) EFFECT ON AUTHORIZATION A M OUNTS.—A transfer of an amount to an account under the authority in paragraph (1) shall be deemed to increase the amount authorized for such account by an amount equal to the amount transferred. (e) N OTICE TO CON G RESS.—Funds may not be obligated from the Iraq Security Forces Fund, or transferred under the authority provided in subsection (d)(1), until five days after the date on which the Secretary of Defense notifies the congressional defense committees in writing of the details of the proposed obligation or transfer. (f) CONTRIBUTIONS.— (1) AUTHORITY TO ACCE P T CONTRIBUTIONS.—Subject to paragraph (2), the Secretary of Defense may accept contribu- tions of amounts to the Iraq Security Forces Fund for the purposes provided in subsection (b) from any person, foreign government, or international organization. Any amounts so accepted shall be credited to the Iraq Security Forces Fund. (2) L IMITATION.—The Secretary may not accept a contribu- tion under this subsection if the acceptance of the contribution would compromise or appear to compromise the integrity of any program of the Department of Defense. (3) USE.—Amounts accepted under this subsection shall be available for assistance authorized by subsection (b), including transfer under subsection (d) for that purpose. (4) NOTIFICATION.—The Secretary shall notify the congres- sional defense committees, the Committee on Foreign Relations of the Senate, and the Committee on Foreign Affairs of the House of Representatives, in writing, upon the acceptance, and upon the transfer under subsection (d), of any contribution under this subsection.
