( 5 ) G o v ernment - wide trainin g standards and certification requirements necessary to enhance the mo b ility and career opportunities of the Federal acquisition workforce within the Federal agencies covered by the plan. ( 6 ) I f the Associate Administrator recommends as part of the plan a growth in the acquisition workforce of the Federal agencies covered by the plan below 2 5 percent over the ne x t 5 years , an examination of each of the matters specified in paragraphs (1) through (5) in the context of a 5-year plan that increases the si z e of such acquisition workforce by not less than 25 percent, or an explanation why such a level of growth would not be in the best interest of the Federal Govern- ment. (d) DEADLIN E FOR CO MP LE T ION. —T he Acquisition W orkforce Development Strategic Plan shall be completed not later than one year after the date of the enactment of this Act and in a fashion that allows for immediate implementation of its recommendations and guidelines. (e) F U ND S .—The Acquisition Workforce Development Strategic Plan shall be funded from the Acquisition Workforce Training Fund under section 37(h)(3) of the Office of Federal Procurement Policy Act (41 U.S.C. 433(h)(3)). SEC.870 .C ONTI N G ENC Y CONT RA CTING COR P S. (a) E STA B LIS H MENT.—The Office of Federal Procurement Policy Act (41 U.S.C. 4 0 3 et seq.) is amended by adding at the end the following new section

‘SEC. 4 4. CONTINGENCY CONTRACTING CORPS. ‘ ‘(a) ESTABLISHMENT.—The Administrator of General Services, pursuant to policies established by the Office of M anagement and B udget, and in consultation with the Secretary of Defense and the Secretary of H omeland Security, shall establish a Government- wide Contingency Contracting Corps (in this section referred to as the ‘Corps ’ ). The members of the Corps shall be available for deployment in responding to an emergency or major disaster, or a contingency operation, both within or outside the continental United States. ‘‘(b) APPLI C ABILIT Y .—The authorities provided in this section apply with respect to any procurement of property or services by or for an executive agency that, as determined by the head of such executive agency, are to be used— ‘‘(1) in support of a contingency operation as defined in section 101(a)(13) of title 10, United States Code

or ‘‘(2) to respond to an emergency or major disaster as defined in section 102 of the R obert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122). ‘‘(c) MEMBERSHIP.—Membership in the Corps shall be voluntary and open to all Federal employees and members of the Armed Forces who are members of the Federal acquisition workforce. ‘‘(d) EDUCATION AND TRAININ G .—The Administrator may, in consultation with the Director of the Federal Acquisition Institute and the Chief Acquisition Officers Council, establish educational and training requirements for members of the Corps.
