( a ) SUBMIS SI ONT O C ON GRE SS. —A successor regulation to Ar m y R egulation 190–8E nemy P risoners of W ar, Retained Personnel, Ci v ilian I nternees and O t h er D etainees (dated October 1, 199 7 ) may not be carried out or im p lemented until the date that is 60 days after the date on w hich the Secretary of Defense submits to the Committees on Armed Services of the Senate and H ouse of Representatives such successor regulation. (b) S AV INGS C L AUSE.— N othing in this section shall affect the continued effectiveness of Army Regulation 190–8 Enemy Prisoners of War, Retained Personnel, Civilian Internees and Other Detainees (dated October 1, 1997). SEC. 105 3 . BARNEGAT INLET TO LITTLE EGG INLET, NEW J ERSEY. (a) PRO J E C T M O D I F ICATION.— T he pro j ect for hurricane and storm damage reduction, B arnegat Inlet to L ittle Egg Inlet, New J ersey, authori z ed by section 101(a)(1) of the Water Resources Development Act of 2 000 (11 4 Stat. 2 5 76), is modified to authorize the Secretary of the Army to undertake, at F ederal e x pense, such measures as the Secretary determines to be necessary and appro - priate in the public interest to address the handling of munitions placed on the beach during construction of the project before the date of enactment of this section. (b) TREATMENT OF COSTS.—Costs incurred in carrying out sub- section (a) shall not be considered to be a cost of constructing the project. (c) CREDIT.—The Secretary shall credit, in accordance with section 221 of the Flood Control Act of 1970 (42 U .S.C. 1962d- 5b), toward the non-Federal share of the cost of the project the costs incurred by the non-Federal interest with respect to the removal and handling of the munitions referred to in subsection (a). (d) ELIGIBLE ACTIVITIES.—Measures authorized by subsection (a) include monitoring, removal, and disposal of the munitions referred to in subsection (a). SEC. 105 4 . STANDING ADVISORY PANEL ON IMPROVING COORDINA - TION AMONG THE DEPARTMENT OF DEFENSE, THE DEPARTMENT OF STATE, AND THE UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT ON MAT- TERS OF NATIONAL SECURITY. (a) ESTABLIS H MENT OF ADVISOR Y PANEL.—The Secretary of Defense, the Secretary of State, and the Administrator of the United States Agency for International Development (USAID) may jointly establish an advisory panel to advise, review, and make rec- ommendations on ways to improve coordination among the Depart- ment of Defense, the Department of State, and the United States Agency for International Development on matters relating to national security, including reviewing their respective roles and responsibilities. (b) MEMBERSHI P .— (1) COMPOSITION.—The advisory panel shall be composed of 12 members, of whom—
