SEC.3102 . D E F E N SE EN VIRO N M EN TAL CLEAN UP . Funds are hereby authorized to be appropriated to the Depart- ment of E nergy for fiscal year 2009 for defense environmental cleanup activities in carrying out programs necessary for national security in the amount of $ 5 ,29 7 ,256,000. SEC. 3103. OT H ER DEFENSE ACTIVITIES. Funds are hereby authorized to be appropriated to the Depart- ment of Energy for fiscal year 2009 for other defense activities in carrying out programs necessary for national security in the amount of $826,453,000. SEC. 310 4 . DEFENSE NUCLEAR W ASTE DISPOSAL. Funds are hereby authorized to be appropriated to the Depart- ment of Energy for fiscal year 2009 for defense nuclear waste disposal for payment to the Nuclear W aste Fund established in section 302(c) of the Nuclear Waste Policy Act of 1982 (42 U .S.C. 10222(c)) in the amount of $222,371,000. SEC. 310 5 . ENER GY SECURITY AND ASSURANCE. Funds are hereby authorized to be appropriated to the Depart- ment of Energy for fiscal year 2009 for energy security and assur- ance programs necessary for national security in the amount of $7,622,000. MODIFICATION OF FUNCTIONS OF ADMINISTRATOR FOR NUCLEAR SECURITY TO INCLUDE ELIMINATION OF SUR - PLUS FISSILE MATERIALS USA B LE FOR NUCLEAR WEAPONS. Section 3212(b) of the National Nuclear Security Administration Act (50 U.S.C. 2402(b)) is amended — (1) by redesignating paragraph (18) as paragraph (19)

and (2) by inserting after paragraph (17) the following new paragraph (18): ‘ ‘(18) Eliminating inventories of surplus fissile materials usable for nuclear weapons. ’ ’.
