The g oal of the research is to significantl y improve the reliability of 2- ho u rto 6 -hour aviation weather forecasts. W ithin 2 70 days after the date of enactment of this Act , the Administrator and the Administrator of NOAA shall submit this plan to the C ommittee on Commerce, S cience, and Transportation of the Senate and the Committee on Science and Technology of the H ouse of R epresenta- tives. SEC. 30 7 . FU N D IN G FOR RESEARCH AND DEVELOP M ENT ACTIVITIES IN SUPPORT OF OTHER MISSION DIRECTORATES. Research and development activities performed by the Aero- nautics Research M ission D irectorate with the primary ob j ective of assisting in the development of a flight project in another Mission Directorate shall be funded by the Mission Directorate see k ing assistance. SEC. 30 8 . ENHANCEMENT OF GRANT PROGRAM ON ESTA B LISHMENT OF UNIVERSIT Y- BASED CENTERS FOR RESEARCH ON AVIATION TRAINING. Section 4 27 ( a ) of the National Aeronautics and Space Adminis- tration Authori z ation Act of 200 5 ( P ublic L aw 1 0 9– 155) is amended by striking ‘ ‘may ’ ’ and inserting ‘‘shall’’. TI T LE I V— E XP L ORA TIO N INITIATIVE SEC. 4 0 1 . SENSE OF CONGRESS. I t is the sense of Congress that the President of the U nited States should invite America’s friends and allies to participate in a long-term international initiative under the leadership of the United States to e x pand human and robotic presence into the solar system, including the exploration and utilization of the Moon, near E arth asteroids, Lagrangian points, and eventually Mars and its moons, among other exploration and utilization goals. When appropriate, the United States should lead confidence building measures that advance the long-term initiative for international cooperation. SEC. 40 2 . REAFFIRMATION OF E X PLORATION POLICY. Congress hereby affirms its support for — (1) the broad goals of the space exploration policy of the United States, including the eventual return to and exploration of the Moon and other destinations in the solar system and the important national imperative of independent access to space
(2) the development of technologies and operational approaches that will enable a sustainable long-term program of human and robotic exploration of the solar system; ( 3 ) activity related to Mars exploration, particularly for the development and testing of technologies and mission con- cepts needed for eventual consideration of optional mission architectures, pursuant to future authority to proceed with the consideration and implementation of such architectures; and 42USC167 27 . 42 USC 17724.
