T he C hairman of the S enate Committee on the B udget may revise the allocations of a committee or committees, aggregates, and other levels and limits in this resolution for one or more bills, j oint resolutions, amendments, motions, or conference reports that would provide grants and loan guarantees for the development and construction of science parks to promote the clustering of innovation through high technology activities, by the amounts pro - vided in such legislation for such purpose, provided that such legis- lation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018. SEC. 232. DEFICIT-NEUTRAL RESERVE FUND TO TER M INATE DEDUC- TIONS FROM MINERAL REVENUE PA Y MENTS TO STATES. The Chairman of the Senate Committee on the Budget may revise the allocations, aggregates, and other levels and limits in this resolution by the amounts provided for those purposes for a bill, joint resolution, amendment, motion, or conference report that would terminate the authority to deduct certain amounts from mineral revenues payable to States under the second undesignated paragraph of the matter under the heading ‘ ‘ ADMIN I STR ATI VEP R O VI- SIONS ’ ’ under the heading ‘‘ M INERA L S MANA G EMENT SERVI C E’’ of title I of the D epartment of the Interior, E nvironment, and R elated A gencies Appropriations Act, 2008 (P ublic L aw 110 – 1 6 1

121 Stat. 210 9) , provided that such legislation would not increase the deficit over the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018. SEC. 233. DEFICIT-REDUCTION RESERVE FUND FOR INCREASED USE OF RECOVERY AUDITS. The Chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that achieves savings by re q uiring that agencies increase their use of recovery audits authori z ed under subchapter V I of chapter 3 5 of title 31, U nited States Code, (commonly referred to as the Erroneous Payments Recovery Act of 2001) and uses such savings to reduce the deficit, by the amounts provided in such legislation for such purpose, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018.
