( C ) A n analysis comparing the management, training, pay, benefits, duties, responsibilities, and assignments of the protective force at each site identified under subpara- graph (A) with the management, training, pay, benefits, duties, responsibilities, and assignments of the F ederal transportation security force of the Department of Energy. (D) A statement of options for managing the protective force at sites identified under subparagraph (A) in a more uniform manner, an analysis of the advantages and dis- advantages of each option, and an assessment of the appro x imate cost of each option when compared with the costs associated with the existing management of the protective force at such sites. ( 3 )F ORM . — The report shall be submitted in unclassified form, but may include a classified annex. (b) D EPA R T ME N TO F ENER GY ANA L Y SI S OF ALTERNATI V ES FOR M ANAGING AN D DEPLOYING P ROTE C TIVE FORCES.— ( 1 ) I N GENERAL.—Not later than 9 0 days after the date on which the report is submitted under subsection (a), the S ecretary of Energy, in conjunction with the Administrator for Nuclear Security and the Assistant Secretary for Environ- mental Management, shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the H ouse of R epresentatives a report on the management of the protective forces of the Department of Energy. (2) CONTENTS.—The report shall include the following
(A) Each of the matters specified in subparagraphs (A), (B), and (C) of subsection (a)(2). (B) Each of the matters specified in subparagraph (D) of subsection (a)(2), except that— (i) the options analy z ed shall include each of the options included in the report submitted under sub- section (a), as well as any other options identified by the Secretary; and (ii) the analysis and assessment shall also include an analysis of the role played by incentives inherent in the use of private contractors to provide protective forces in the performance of those protective forces. (3) FORM.—The report shall be submitted in unclassified form, but may include a classified annex. SEC.3125 .E VALU A TION O F NATIONAL NUCLEA R SECURIT Y A DM INIS - TRATION STRATE G IC P LAN FOR ADVANCED COMPUTING.
