(d) COMP L ETION AN DR EPORT.— ( 1 ) I N GENERAL.— E xcept as provided in paragraph ( 2 ), not later than 3 years after the date of the enactment of this Act, the Secretary of the Interior shall complete the study and transmit to the Congress a report containing the results of the study. (2) E X TENSION.—If the Secretary determines that the study cannot be completed within the 3-year period beginning on the date of the enactment of this Act, the Secretary— (A) shall, at the time of that determination, report to the Congress on the status of the study, including an estimate of the date of completion
and ( B ) complete the study and transmit to the Congress a report containing the results of the study by not later than that date. (e) S U NSET O F AUTHORIT Y .—The authority of the Secretary to carry out any provisions of this section shall terminate 10 years after the date of the enactment of this Act. SEC.51 1.E A S T E RNMU N I CI P A LW ATER D ISTRICT. (a) IN G ENERAL.—The Reclamation W astewater and Ground- water Study and Facilities Act ( 4 3 U .S.C. 3 9 0hetse q .) is amended by adding at the end the following

EASTERN MUNICIPAL WATER DISTRICT REC Y CLED WATER SYSTEM PRESSURI Z ATI O NANDE X PANSION PRO J ECT , CALI F ORNIA. ‘ ‘(a) AUTHORI Z ATION.—The Secretary, in cooperation with the Eastern M unicipal Water D istrict, California, may participate in the design, planning, and construction of permanent facilities needed to establish operational pressure z ones that will be used to provide recycled water in the district. ‘‘(b) COST SHARING.—The Federal share of the cost of the pro j ect described in subsection (a) shall not exceed 25 percent of the total cost of the project. ‘‘(c) L IMITATION.—Funds provided by the Secretary shall not be used for operation or maintenance of the project described in subsection (a). ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There is authorized to be appropriated to carry out this section $ 12,000,000. ‘‘(e) SUNSET OF AUTHORITY.—The authority of the Secretary to carry out any provisions of this section shall terminate 10 years after the date of enactment of this section. ’ ’.
