‘SEC. 1 65 0. ELSINORE VALLEY MUNICIPAL WATER DISTRICT PRO J ECTS , CALI F ORNIA. ‘ ‘(a) AUTHORIZATION.—The Secretary, in cooperation with the E lsinore Valley M unicipal Water D istrict, California, may partici- pate in the design, planning, and construction of permanent facili- ties needed to establish recycled water distribution and wastewater treatment and reclamation facilities that will be used to treat wastewater and pro v ide recycled water in the Elsinore Valley Municipal Water District, California. ‘‘(b) COST SHARIN G .—The Federal share of the cost of each project described in subsection (a) shall not e x ceed 25 percent of the total cost of the project. ‘‘(c) LI M ITATION.—Funds provided by the Secretary under this section shall not be used for operation or maintenance of the projects described in subsection (a). ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There is authorized to be appropriated to carry out this section $12,500,000. ’ ’. (b) CLERI C AL AMEN D MENT.—The table of sections in section 2 of Public Law 102–575 (as amended by section 9104(b)) is amended by inserting after the item relating to section 1649 the following: ‘ ‘ Sec.1650 . (a) PRO J ECT AUTHORIZATION.—The Reclamation Wastewater and Groundwater Study and Facilities Act (Public Law 102–575, title XVI; 43 U.S.C. 390h et seq.) (as amended by section 9109(a)) is amended by adding at the end the following: ‘‘SEC. 1651. NORTH BAY WATER REUSE PRO G RAM. ‘‘(a) DEFINITIONS.—In this section: ‘‘(1) ELIGI B LE ENTIT Y .—The term ‘eligible entity’ means a member agency of the N orth B ay Water Reuse Authority of the State located in the North San Pablo Bay watershed in— ‘‘(A) Marin County; ‘‘(B) Napa County; ‘‘(C) Solano County; or ‘‘(D) Sonoma County. ‘‘(2) WATER RECLAMATION AND REUSE PROJECT.—The term ‘water reclamation and reuse project’ means a project carried out by the Secretary and an eligible entity in the North San Pablo Bay watershed relating to— 43USC 3 90h– 34 . 43 USC 390h–33.
