( 2 ) CLERICA LA M E ND MEN T . — The table of sections at the beginning of chapter 4 of such title is amended by inserting after the item relating to section 139 b the following new item

(3) EX EC U TI V E S C H EDULE LEVEL IV.—Section 5315 of title 5, United States Code, is amended by inserting after the item relating to the Director of O perational Test and Evaluation, Department of Defense the following new item: ‘‘Director of Cost Assessment and P rogram Evaluation, Department of Defense.’’. (b) INDE P ENDENT C O ST ESTIMATION AND COST ANAL Y SIS.— (1) IN G ENERAL.—Chapter 137 of title 1 0 , United States Code, is amended by adding at the end the following new section: ‘ ‘ §23 3 4.Indep enden tcos t est ima tion and cost ana ly sis ‘‘(a) IN G ENERAL.—The Director of Cost Assessment and Pro- gram Evaluation shall ensure that the cost estimation and cost analysis processes of the Department of Defense provide accurate information and realistic estimates of cost for the acquisition pro- grams of the Department of Defense. In carrying out that responsi- bility, the Director shall— ‘‘(1) prescribe, by authority of the Secretary of Defense, policies and procedures for the conduct of cost estimation and cost analysis for the acquisition programs of the Department of Defense

‘‘(2) provide guidance to and consult with the Secretary of Defense, the Under Secretary of Defense for Acquisition, Technology, and Logistics, the Under Secretary of Defense (Comptroller), the Secretaries of the military departments, and the heads of the Defense Agencies with respect to cost esti- mation in the Department of Defense in general and with respect to specific cost estimates and cost analyses to be con- ducted in connection with a major defense acquisition program Consulta t i on .P oli c i e s.
