I NT E RNATI O NA L SECURIT Y ASSISTANCE FUNDS APPROPRIATED TO T H E PRESIDENT PEACE K EEPING OPERATIONS For an additional amount for ‘‘Peacekeeping Operations’’, $1 85 ,000,000, to remain available until September 30, 2010: Pro - vided, That up to $1 6 8,000,000 may be made available for assistance for Somalia, of which up to $115,900,000 may be used to pay assessed expenses of international peacekeeping activities in Somalia: Provided further, That of the funds appropriated under this heading, $15,000,000 shall be made available for assistance for the Democratic Republic of the Congo and $2,000,000 shall be made available for the Multinational Force and Observer mission in the Sinai. INTERNATIONAL MILITAR Y EDUCATION AND TRAINING For an additional amount for ‘‘International Military Education and Training’’, $2,000,000, to remain available until September 30, 2010, for assistance for Ira q . FOREIGN MILITARY FINANCING PROGRAM For an additional amount for ‘‘Foreign Military Financing Pro- gram’’, $1,29 4 ,000,000, to remain available until September 30, 2010: Provided, That not less than $260,000,000 shall be made available for assistance for the Mexican Navy and shall be available notwithstanding section 7045 ( e ) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2009 (divi- sion H of Public Law 111 – 8): Provided further, That funds made Consulta t i on .N oti f i c ation.
