( a ) Funds appropriated in this title for the following accounts shall be made available for programs and countries in the amounts contained in the respective tables included in the j oint statement accompanying this Act: (1) ‘ ‘Diplomatic and Consular P rograms ’ ’. ( 2 )‘‘ E mbassy Security, Construction, and Maintenance’’. (3) ‘‘Economic Support Fund’’. ( 4 ) ‘‘International N arcotics Control and L aw Enforcement’’. (b) For the purposes of implementing this section, and only with respect to the tables included in the joint statement accom- panying this Act, the Secretary of State and the Administrator of the United States Agency for International Development, as appropriate, may propose deviations to the amounts referenced in subsection (a), subject to the regular notification procedures of the Committees on Appropriations and section 6 34A of the For- eign Assistance Act of 1 9 61. S P EN D IN G PLAN AND NOTI F ICATION P R OCED U RES SEC. 1104. (a) SPENDING PLAN. — Not later than 4 5 days after the enactment of this Act, the Secretary of State, in consultation with the Administrator of the United States Agency for Inter- national Development, shall submit to the Committees on Appro- priations a report detailing planned e x penditures for funds appro- priated in this title, except for funds appropriated under the headings ‘‘International Disaster Assistance’’ and ‘‘Migration and R efugee Assistance’’. (b) NOTIFICATION.—Funds made available in this title shall be subject to the regular notification procedures of the Committees on Appropriations and section 634A of the Foreign Assistance Act of 1961. GLO B AL FINANCIAL CRISIS SEC. 1105. (a) IN G ENERAL.— O f the funds appropriated in this title under the heading ‘‘Economic Support Fund’’, not more than $ 255,601,000 may be made available for assistance for vulner- able populations in developing countries severely affected by the global financial crisis that— (1) have a 200 7 per capita Gross National Income of $3,705 or less

(2) have seen a contraction in predicted growth rates of 2 percent or more since 2007; and Deadlin e .R e ports .
