A detailed analysis of a service life e x tension program for the O liver H a z ard P erry class frigates, including — (A) the cost of the program

( B ) a notional schedule for the program; and ( C ) the shipyards available to carry out the wor k under the program . ( 2 ) T he strategic plan of the Navy for— (A) the manner in which the L ittoral Combat Ship will fulfill the roles and missions currently performed by the Oliver Hazard Perry class frigates as such frigates are decommissioned; and (B) the year - by-year planned commissioning of Littoral Combat Ships and planned decommissioning of Oliver Hazard Perry class frigates through the pro j ected service life of the Oliver Hazard Perry class frigates. ( 3 ) An analysis of the necessary procurement rates of Lit- toral Combat Ships if the extension of the service life of the Oliver Hazard Perry class frigates alleviates capability gaps caused by a delay in the procurement rates of Littoral Combat Ships. ( 4 ) A description of the manner in which the Navy has met the re q uirements of the U nited States Southern Command over time, including the assets and vessels the Navy has deployed for military-to-military engagements, UN I TAS exer- cises, and counterdrug operations in support of the Commander of the United States Southern Command during the five-year period ending on the date of the report. SEC. 12 8 . CONDITIONAL M U LTIYEAR PROCUREMENT AUTHORITY FOR F / A – 18E , F/A–18F, OR EA–18G AIRCRAFT. (a) A UTHORI T YF OR M U L TIY EA R PRO C URE M E N T.— (1) IN G ENERAL.—Subject to section 230 6 b of title 10, United States Code, the Secretary of the Navy may enter into a multiyear contract for the procurement of F/ A – 1 8E , F/A–18F, or EA–18 G aircraft. (2) SU B MI S SION OF W RITTEN CERTIFICATION BY SECRETARY OF D EFENSE.—For purposes of paragraph (1), the term ‘ ‘March 1 of the year in which the Secretary requests legislative authority to enter into such contract ’ ’ in section 2306b(i)(1) of such title shall be deemed to be a reference to March 1, 2010. (b) CONTRACT R E Q UIREMENT.—A multiyear contract entered into under subsection (a) shall provide that any obligation of the United States to make a payment under the contract is subject to the availability of appropriations for that purpose. (c) RE P ORT OF FINDINGS.—In addition to any reports or certifi- cations required by section 2306b of title 10, United States Code, not later than March 1, 2010, the Secretary of D efense shall submit to the congressional defense committees a report on how the findings and conclusions of the quadrennial defense review under section 118 of such title and the 30-year aviation plan under section 231a of such title have informed the acquisition strategy of the
