( 2 ) RULE O FC ON S TRUCTION.—Paragraph (1) does not pro- hibit or limit the use of other funds available to the Department of Defense to construct, expand, repair, or operate and maintain border coordination centers. (b) L I M IT A TION ON E STABLISHMENT OF A D DITIONAL C ENTERS.— (1) LIMITATION.— T he S ecretary of Defense may not authori z e the establishment, or any construction in connection w ith the establishment, of a third border coordination center in the area of operations of Regional Command – East in the I slamic Republic of Afghanistan until a border coordination center has been constructed, or is under construction, in either— (A) the area of operations of Regional Command–South in the Islamic Republic of Afghanistan

or ( B ) Baluchistan in the Islamic Republic of Pa k istan. (2) N ATIONAL SECURIT YW AI V ER.—The Secretary may waive the limitation under paragraph (1) if the Secretary determines that such a waiver is vital to the national security interests of the U nited States. The Secretary shall promptly submit to Congress notice in writing of any waiver under this para- graph. (c) BORDER COORDINATION CENTER DEFINED.—In this section, the term ‘ ‘border coordination center ’ ’ means a multilateral military coordination and intelligence center that is located, or intended to be located, near the border between the Islamic Republic of Afghanistan and the Islamic Republic of Pakistan. SEC.10 1 6 .C OMPTR O L LER G E N ER A L REPORT ON E F FECT IV ENESS OF ACCO U NTA B ILIT Y MEASURES FOR ASSISTANCE FROM COUNTER - NARCOTICS CENTRAL TRANSFER ACCOUNT. (a) RE P ORT RE Q UIRED.—Not later than 1 80 days after the date of the enactment of this Act, the Comptroller G eneral shall submit to the congressional defense committees a report on the performance evaluation system used by the Secretary of Defense to assess the effectiveness of assistance provided for foreign nations to achieve the counter-narcotics ob j ectives of the Department of Defense. The report shall be unclassified, but may contain a classified annex. (b) ELEMENTS.—The report re q uired by subsection (a) shall contain the following

(1) A description of the performance evaluation system of the Department of Defense used to determine the efficiency and effectiveness of counter-narcotics assistance provided by the Department of Defense to foreign nations. (2) An assessment of the ability of the performance evalua- tion system to accurately measure the efficiency and effective- ness of such counter-narcotics assistance. ( 3 ) Detailed recommendations on how to improve the capacity of the performance evaluation system for the counter- narcotics central transfer account. Notice.D ete rm i na tion.
