(a) LIMITATIONS R ELATING TO LEGAC Y AIRCRAFT.—Until the e x piration of the 30-day period beginning on the date the Secretary of the Air Force submits a report in accordance with subsection (b), the following provisions apply: (1) PROHI B ITION ON RETIREMENT OF AIRCRAFT.—The Sec- retary of the Air Force may not retire any fighter aircraft pursuant to the Combat Air Forces restructuring plan announced by the Secretary on May 18, 2009. (2) PROHIBITION ON P ERSONNEL REASSIGNMENTS.—The Sec- retary of the Air Force may not reassign any Air Force per- sonnel (whether on active duty or a member of a reserve compo- nent, including the National G uard) associated with such restructuring plan.
