(2) For architectural and engineering services and construc- tion design under section 2807 of title 10, United States Code, $35,000,000. SEC. 290 3 . CONSTRUCTION AUTHORIZATION FOR FACILITIES FOR OFFICE OF DEFENSE REPRESENTATI V E - PA K ISTAN. (a) USE OF FUNDS AUTHORIZED.— (1) I N G ENERA L .—Of the amounts authorized to be appro- priated by this title, the Secretary of Defense may use not more than $10,000,000 to plan, design, and construct facilities on the United States E mbassy Compound in Islamabad, P a k i- stan, in support of the Office of the Defense R epresentative- Pakistan (in this section referred to as the ‘ ‘ODRP ’ ’). (2) N OTI C E AND W AIT.— T he Secretary may not obligate funds made available pursuant to paragraph (1) until the end of the 14-day period beginning on the date on which the Sec- retary submits to the appropriate congressional committees a report containing notice of the proposed obligation of the funds and addressing the items specified in subsection (b)(2).
