(a) I NFRAST R UC TUR E . —T he chairman of the Senate Committee on the B udget may revise the allocations of a committee or commit - tees, aggregates, and other appropriate levels and limits in this resolution for one or more bills, j oint resolutions, amendments, motions, or conference reports that provide for a robust F ederal investment in A merica ’ s infrastructure, which may include projects for public housing, energy, water, transportation, freight and pas- senger rail, or other infrastructure projects, by the amounts pro- vided in that legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (b) SURFACE TRANS PO RTAT I ON.—The chairman of the Senate Com- mittee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels and limits in this resolution for one or more bills, joint resolutions, amend- ments, motions, or conference reports that provide new contract authority paid out of the H ighway Trust Fund for surface transpor- tation programs to the e x tent such new contract authority is offset by an increase in receipts to the Highway Trust Fund (excluding transfers from the general fund of the Treasury into the Highway Trust Fund not offset by a similar increase in receipts), provided further that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (c) M U L TI M O D AL TRANSPORTATION PRO J ECTS.—The chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels and limits in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that would authorize multimodal transportation projects that— (1) provide a set of performance measures
(2) re q uire a cost-benefit analysis be conducted to ensure accountability and overall project goals are met; and ( 3 ) provide flexibility for States, cities, and localities to create strategies that meet the needs of their communities; by the amounts provided in that legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (d) FLOOD CONTROL PROJECTS AND INSURANCE R EFORM.—The chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels and limits in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that provide for levee modernization, maintenance, repair, and
