123STA T . 3 5 23 CON C UR R E NT RESO L UT I ONS — A P R.2 9, 2 0 09 bil l s,jo i ntre sol u tions, am en d ments, motions, or c on f erence re p orts related to trade b y t h e amounts pro v ided in such le g islation for those purposes, provided that such legislation w ould not increase the deficit over either the period of the total of fiscal years 20 0 9 through 20 14 or the period of the total of fiscal years 2009 through 2019 .( e )HOUSINGA SSIS TA N CE . —T he chairman of the S enate C om - mittee on the B udget may revise the allocations of a committee or committees, aggregates, and other appropriate levels and limits in this resolution for one or more bills, joint resolutions, amend- ments, motions, or conference reports related to housing assistance, which may include low income rental assistance, or assistance pro- vided through the Housing Trust F und created under section 11 3 1 of the Housing and E conomic R ecovery Act of 200 8 , by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (f) U NE MPL O Y MENT M ITIGATION.—The chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that reduce the unemployment rate or provide assistance to the unemployed, particularly in the states and localities with the highest rates of unemployment, or improve the implementation of the unemployment compensation program, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. SEC.307 . D E FI CI T-N E U T RAL RESER V EFUNDF O RA M ERICA ’ S VET- ERANS AND W OUNDED SERVICEMEM B ERS. The chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that would— (1) e x pand the number of disabled military retirees who receive both disability compensation and retired pay

(2) accelerate the phase-in of concurrent receipt; (3) reduce or eliminate the offset between Survivor Benefit P lan annuities and V eterans ’D ependency and I ndemnity Com- pensation; (4) enhance or maintain the affordability of health care for military personnel, military retirees or veterans; ( 5 ) improve disability benefits or evaluations for wounded or disabled military personnel or veterans (including measures to expedite the claims process); ( 6 ) enhance servicemember education benefits for members of the N ational G uard and Reserve by ensuring those benefits k eep pace with the national average cost of tuition; or ( 7 ) expand veterans’ benefits (including for veterans living in rural areas); by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over
