AUTHORIZ ATIO N O F A P PROPRIATIONS. ‘‘(a) AUTHORI Z ATION O F APPROPRIATIONS.— T here are authori z ed to be appropriated to the Secretary of L abor $4 0,000,000 for each of the fiscal years 2009 and 2010, and $10,000,000 for the period beginning O ctober 1, 2010, and ending December 31, 2010, to fund the Community College and Career Training G rant P rogram. Funds appropriated pursuant to this section shall remain available until e x pended. ‘‘(b) SUPPLEMENT NOT SUPPLANT.—Funds appropriated pursu - ant to this section shall be used to supplement and not supplant other Federal, State, and local public funds expended to support community college and career training programs. ‘ ‘ SubchapterC—Ind u s tr yo r Sector P artnersh i p G rant Pro g ra mf or Communities Impacted by T rade ‘‘SEC. 279A. IN D USTR Y OR SECTOR PARTNERSHIP G RANT PROGRA M FOR COMMUNITIES IMPACTED B Y TRADE. ‘‘(a) PURPOSE.—The purpose of this subchapter is to facilitate efforts by industry or sector partnerships to strengthen and revi- talize industries and create employment opportunities for workers in communities impacted by trade. ‘‘(b) DEFINITIONS.— I n this subchapter
‘‘(1) COMMUNIT Y IMPACTE DB Y TRADE.—The term ‘commu- nity impacted by trade ’ has the meaning given that term in section 2 7 1. ‘‘(2) DISLOCATED W OR K ER.—The term ‘dislocated worker’ means a worker who has been totally or partially separated, or is threatened with total or partial separation, from employ- ment in an industry or sector in a community impacted by trade. ‘‘(3) E LIGIBLE PARTNERSHIP.—The term ‘eligible partnership’ means a voluntary partnership composed of public and private persons, firms, or other entities within a community impacted by trade, that shall include representatives of— ‘‘(A) an industry or sector within the community, including an industry association; ‘‘( B ) local, county, or State government; ‘‘(C) multiple firms in the industry or sector, including small- and medium-sized firms, within the community; ‘‘(D) local workforce investment boards established under section 117 of the Workforce Investment Act of 199 8 (29 U .S.C. 2832); 19USC237 3 .Timep e r i od . 19 USC 2372 a .
