SEC. 110. Section ( d ) (2)(A) of title 1 6U .S.C. 364 5 is amended by inserting ‘ ‘Nevada, ’ ’ after ‘‘Idaho,’’. SEC. 111. With the consent of the President, the Secretary of Commerce shall represent the United States Government in negotiating and monitoring international agreements regarding fisheries, marine mammals, or sea turtles
