In addition, for necessary expenses for overseas facility construction and related costs for the United States Agency for International Development, pursuant to section 6 67 of the F oreign Assistance Act of 1961, $135,225,000, to remain available until expended. EM E RG E NCI E S IN TH E D I PLO M A TIC AND CONS U LAR SER V ICE ( INCLUDING TRANS F ER OF FUNDS ) For necessary expenses to enable the Secretary of State to meet unforeseen emergencies arising in the Diplomatic and Con- sular Service, $9,000,000, to remain available until expended as authorized, of which not to exceed $1,000,000 may be transferred to, and merged with, funds appropriated by this Act under the heading ‘ ‘ R epatriation L oans Program Account ’ ’, subject to the same terms and conditions. B U Y ING PO W ER MAINTENANCE ACCOUNT To offset adverse fluctuations in foreign currency exchange rates and / or overseas wage and price changes, as authorized by section 24 ( b ) of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2696(b)), $5,000,000, to remain available until expended. REPATRIATION LOANS PROGRAM ACCOUNT (INCLUDING TRANSFER OF FUNDS) For the cost of direct loans, $678,000, as authorized: Provided, That such costs, including the cost of modifying such loans, shall be as defined in section 502 of the Congressional Budget Act of 1974. In addition, for administrative expenses necessary to carry out the direct loan program, $675,000, which may be transferred to, and merged with, funds made available under the heading ‘‘Diplomatic and Consular Programs’’.
