CHAPTER 2 DEPARTMENT OF COMMERCE NATIONAL TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION (RESCISSION) Of the funds made available under the heading ‘‘National Tele- communications and Information Administration’’ for Digital-to- Analog Converter Box Program in prior years, $111,500,000 are rescinded. ECONOMIC DEVELOPMENT ADMINISTRATION ECONOMIC DEVELOPMENT ASSISTANCE PROGRAMS Pursuant to section 703 of the Public Works and Economic Development Act (42 U.S.C. 3233), for an additional amount for ‘‘Economic Development Assistance Programs’’, for necessary expenses related to disaster relief, long-term recovery, and restora- tion of infrastructure in States that experienced damage due to severe storms and flooding during March 2010 through May 2010 for which the President declared a major disaster covering an entire State or States with more than 20 counties declared major disasters under title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1974, $49,000,000, to remain available until expended. NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION OPERATIONS, RESEARCH, AND FACILITIES For an additional amount for ‘‘Operations, Research, and Facili- ties’’, $5,000,000, for necessary expenses related to commercial fishery failures as determined by the Secretary of Commerce in January 2010. NATIONAL AERONAUTICS AND SPACE ADMINISTRATION EXPLORATION The matter contained in title III of division B of Public Law 111–117 regarding ‘‘National Aeronautics and Space Administration Exploration’’ is amended by inserting at the end of the last proviso ‘‘: Provided further, That notwithstanding any other provision of law or regulation, funds made available for Constellation in fiscal year 2010 for ‘National Aeronautics and Space Administration Exploration’ and from previous appropriations for ‘National Aero- nautics and Space Administration Exploration’ shall be available to fund continued performance of Constellation contracts, and performance of such Constellation contracts may not be terminated Contracts. 123 Stat. 3143.
